A plan to loot a businessman’s property
Businessman Novruz Gulmammadov, the owner of “Sohhlatoglu” Recreation Center operating in Basgalalti area of Agsu region, held a press conference. The entrepreneur talked about the obstacles caused by the Ministry of Ecology and Natural Resources to his activity.
The businessman said that in 2015, a resident of Basgal village of Ismayilli district and a resident of Nuydu village of Agsu district bought a catering facility from the land, the main part of which falls within the territory of Nuydu municipality of Agsu district. Also, the Ministry of Ecology and Medical Resources took a plot of land from the Shamakhi Regional Forest Management Union under a contract, and built the “Söhlatoglu” family recreation center by performing landscaping works in the area.
In 2020-2021, he objected to the representatives of the Ministry of Ecology collecting funds from entrepreneurs in the name of donations and appealed to the law enforcement agencies in this regard. As the fact was confirmed, a criminal case was initiated with relevant articles in the General Anti-Corruption Department under the General Prosecutor’s Office. Novruz Gulmammadov then said that after that the pressure on him increased even more. He was fined by ETSN representatives for allegedly cutting trees. However, the businessman, who was not reconciled to this, appealed to the court and proved with facts that he did not participate in the destruction of greenery, on the contrary, he planted 18,000 valuable shrubs and flowers in the area. Taking this into account, the court canceled the fine decision. After that, ETSN regional office did not extend the contract with the businessman. Addressing the court, he indicated that the businessman occupied the land belonging to the territory of the Forestry Union, and demanded the demolition of the buildings in that area.
The businessman told the press representatives that one of the reasons for the injustice against him is ETSN Mukhtar Babayev’s intention to take the object out of the hands of the entrepreneur and gift it to a friend. Novruz Gulmammadov noted that Deputy Minister Vugar Karimov told him about this.

At the press conference, Novruz Gulmammadov brought the holy book of the Koran, which is more than 100 years old, and appealed to President Ilham Aliyev: “Mr. President, by swearing to this Koran and the Constitution, you have undertaken to protect the rights of citizens. I swear to you on this Qur’an and on the soul of your father, take control of the fair investigation of this matter, and I present this holy book to you.”
The businessman noted that he was in the reception of the assistants of the President, Fuad Alasgarov and Zeynal Nagdaliyev, and that they were also aware of the incident. Novruz Gulmammadov said that the Head of Agsu District Executive Authority also has a role in this situation. Although he did not reveal the facts he had, he said that he would submit them to the law enforcement agencies when he is sure of a fair investigation.
The lawyer says that the entrepreneur is right
At the press conference, the businessman’s lawyer Türkel Türkel Süleymanli said that there is a document on the purchase of the land from the Nuydu municipality: “That official document with a seal and signature was given to Novruz Gulmammadov by the municipality. The person I defended also established a business based on this document. He carried out improvement works on 6 hectares, invested a large amount there, paid legal fees for that area from time to time, and there are receipts for this. If Novruz Gulmammadov seized the land, then what is this document of the municipality?”
Türkel Suleymanli said that the other side is just taking revenge on the businessman: “Nowruz Gulmammadov is a businessman who does his work on legal grounds. Far from any illegal activity. He fights against the illegalities he faces within the framework of the law, at the legal level. They are taking revenge on Novruz Gulmammadov for publicizing the illegal actions of the other party and for filing complaints about them with relevant institutions.”
