The People Power Party rejected the mediation proposal of National Assembly Speaker Woo Won-sik, who said, “The ruling party should stop appointing public broadcasting board members, and the opposition party should reexamine the four broadcasting laws from the beginning with the ruling party.” Accordingly, the possibility of the four broadcasting laws being processed by the opposition party alone has increased when the National Assembly plenary session is held on the 25th. The Democratic Party of Korea said, “We will quietly push through the revision of the broadcasting law as already agreed upon with other opposition parties.” Speaker Woo said, “I am very disappointed and hope that the government, which has the power to appoint, will respond.”

People Power Party floor leader Choo Kyung-ho met with reporters after the general meeting of lawmakers held at the National Assembly on the morning of the 19th and said, “We cannot accept the demand to suspend the appointment schedule for public broadcasting board members, which was appointed according to the current law even under the previous Moon Jae-in administration.” Floor leader Choo said, “This is not only an administrative personnel authority, but also a regulation that was enforced under the Democratic Party administration,” and “Since the appointment process is currently underway, it has no choice but to proceed as planned.” He continued to say to the Democratic Party, “I hope that they will definitely implement Chairman Woo’s proposal to suspend the legislative process for the ‘Four Broadcasting Control Laws’ and discussions on impeaching the chairman of the Korea Communications Commission.”

The People Power Party expressed its support for the proposal by Speaker Woo to form a national consultative body to discuss the four broadcasting laws. Floor leader Choo said, “Let’s form an organization directly under the Speaker of the National Assembly to secure media fairness and independence and recommend experts in equal numbers from the ruling and opposition parties.”

As the ruling party rejected Chairman Woo’s mediation proposal, the possibility has increased that the opposition party will push through the ‘three broadcasting laws’ (amendments to the Broadcasting Act, Broadcast Culture Promotion Act, and Korea Educational Broadcasting System Act) and the amendment to the Korea Communications Commission Act, which includes a provision requiring a quorum of four or more members, at the plenary session on the 25th.

The People Power Party plans to delay the processing of the bills, including the four broadcasting laws, the “Yellow Envelope Act,” and the “People’s Livelihood Recovery Support Fund Act,” through a filibuster (unlimited debate) if the Democratic Party attempts to force through the plenary session. Shin Dong-wook, the party’s chief spokesperson, said, “We will mobilize the best possible method to block it.”

The Democratic Party claimed, “This time too, they may have been watching the mood of the Yongsan presidential office or received instructions.” Floor spokesperson Noh Jong-myeon said, “If the replacement of public broadcasting directors, which is currently underway under the illegal direction of one acting director of the Korea Communications Commission, cannot be stopped, why are you in favor of forming a national consultative body?” and “Would there be citizens who would be fooled by such wordplay and evaluate that ‘the ruling party also showed some sincerity? ’”
