The main feature of the event, which took place on Wednesday in the hall of the “Dimitris Hatzis” multipurpose hall, was the large turnout. The event was welcomed by the mayor of Ioannina, Thomas Begas, who focused on the public space and the necessity of urban planning, and the president of the Epirus Department of the TEE, Yannis Tsigros, who referred to the important provisions provided for in the Regulatory Plan of Ioannina, which he had supported the TEE, and to the great opportunity given to the Municipalities with the preparation of Local Town Planning Plans.
Then the General Secretary of Spatial Planning of the Ministry of Environment, assistant professor of NTUA, dr. Urban planner Efthimios Bakoyannis, who analyzed the content of the book and in particular the principles of city planning in the new Greek state, the legislation on which the planning was based and which was influenced by the corresponding French and German legislation. He referred indicatively to the very important Decrees “on the sanitary construction of cities”, “on public buildings”, “on the construction of sidewalks and sewers”, and on their role in the creation of new cities, stating that the book by Stavros Kalogiannis provides a lot of new information about the cities.
The associate professor of the Department of Architecture of the University of Ioannina Giorgos Smiris mentioned the public space, the utilization of a large volume of archives, made by Stavros Kalogiannis, and the city plans presented in the book.
The event closed with the speech of Stavros Kalogiannis, who, after warmly thanking the speakers and those present, referred to the book, with which he sought to decode the factors governing the planning and organization of cities from the first decades of the modern Greek state . He referred to innovative early 19th century regulations such as the Cadastre and “Surface Right” Ordinances, which were reintroduced into our legislation in 2011! He highlighted the public buildings designed in the Othonian period, they are majestic, neoclassical in style and defined city plans and their evolution, such as the buildings of the Parliament, the Archaeological Museum, and the Academy of Athens.
