President Sadyr Japarov spoke to the residents of Naryn, who went to a rally against the introduction of the KKM and increased fines for traffic violations. This was reported by the press service of the President.

“Without KKM, we cannot fully collect taxes. They bring contraband to us, scatter it around the bazaars, and then write off everything according to a patent. We do not receive billions (soms) of taxes from the budget. You come and shout to build roads, schools and kindergartens for you. Money doesn’t fall from the sky for us?” Zhaparov said.

In addition, the President added that fines for traffic violations will be increased so that the Kyrgyz people stop violating and fewer people die on the roads.

Japarov also held a working meeting in Naryn with the leadership of the region and instructed to repair internal roads this year, complete the Baetov-Naryn road, and put the Naryn airport into operation in 2024.

On behalf of the President, Naryn will begin to build mortgage multi-apartment housing, as well as send part of social spending from the republican budget to the development of Naryn

Entrepreneurs of medium and small businesses have recently taken to rallies against KKM and ETTN (cash registers and electronic invoices). Protests are held in different cities and hundreds of people participate in them.

The last such rally was held on March 10 in Bishkek. About 300 merchants demanded to leave the patent system of taxation for retail trade and declare a moratorium on the introduction of cash registers due to unwillingness to implement them. Also, business representatives complain that the ETTN system is underdeveloped and there are difficulties with it.

A cash register machine (KKM) is a device that sends data online to a single information system of the tax service. It must be used at the time of the sale of goods or the provision of services. There are two types of cash registers – hardware and software (applications for the phone).

At the end of 2021, the President of KKM signed a decree obliging entrepreneurs to start using cash registers (KKM) during work. However, after the protests of entrepreneurs, the authorities gave a delay to entities operating in markets, mini-markets, fairs and exhibitions, and they can work without cash registers until April 1, 2023.

ETTN became mandatory from the beginning of 2023. If earlier merchants had enough to have a paper waybill, now they need an electronic one. For its registration, merchants need to open a “Personal Account” in the information system of the State Tax Service, where it is necessary to enter electronic versions of accompanying papers for each product. At the end of February, the State Tax Service announced that in 2023 they would not be fined for not using ETTN due to difficulties encountered by entrepreneurs.

In his last interview, the head of the Cabinet of Ministers, Akylbek Zhaparov, said that, if necessary, the government would consider the possibility of moving the deadlines for the introduction of KKM. He added that traders in the markets were given a reprieve until April 1. At the same time, Zhaparov said that “large suppliers of smuggled goods” are behind the rallies against KKM and ETTN.
