United States peace envoys Steve Witkoff and Jared Kushner traveled to Kyiv to meet with Ukrainian officials on Sunday, following high-level talks in Moscow with Russian President Vladimir Putin concerning an initiative to end the war, which was initiated in February 2022 after the invasion of the country by Russia.
Moscow Meetings and the Push for a Peace Framework
The diplomatic push began with the delegation’s arrival at the Moscow-Vnukovo International Airport aboard an U.S. Air Force aircraft, identified as flight SAM934, which had proceeded from Miami after making a previous stop in Helsinki. Kirill Dmitriev, Putin’s special representative for investments and economic cooperation with other countries and head of the Russian Direct Investment Fund, greeted the envoys upon landing. Kyiv Consultations and Conditional Ceasefire Measures
Following the sessions in Russia, Witkoff and Kushner prepared to travel to Kyiv for discussions with Ukrainian leadership. Ukrainian President Volodymyr Zelenskyy explained that he had also spoken with Witkoff and Kushner on Saturday, and reaffirmed Kyiv’s commitment to pausing attacks during their visit.
Volodymyr Zelenskyy, President of Ukraine, stated that from the moment of that conversation, they were prepared to respect a ceasefire in air strikes against the cities involved in the negotiation process, adding that from then until the end of Saturday, as well as Sunday and Monday, Ukraine was willing to refrain from launching attacks against Moscow, and they expected the Russians to do the same regarding Kyiv.
Zelenskyy also affirmed on Saturday that the Ukrainian plan for the talks with the envoys had been approved and that Kyiv was prepared for a substantive dialogue. Kremlin spokesperson Dmitry Peskov explained to the Russian news agency Interfax that Putin had ordered his forces to suspend attacks on Kyiv for three days while the envoys made their trip, indicating that the pause took effect starting at midnight on Saturday.
Washington’s Diplomatic Strategy and Next Steps
U.S. President Donald Trump told reporters on Friday that the envoys carried a proposal to end the war to Kiev and Moscow. Describing the negotiators, Trump noted that he had sent Steve Witkoff and Jared Kushner, two great negotiators who had done a great job, and explained that they had been sent to see if something could be achieved, adding that there might be a good chance of succeeding.
A White House official reported that the two sides discussed concrete plans for the next steps, which would be announced in the coming weeks, and expected to hold equally productive meetings in Ukraine tomorrow.
Unresolved Obstacles in the Path to Settlement
While the temporary air strike pauses and direct talks indicate a renewed diplomatic push, substantial gulfs remain between the belligerents. Moscow’s expressed confidence in taking eastern Ukraine directly conflicts with Kyiv’s defensive posture and approved negotiation framework.
Whether the specific proposals carried by Witkoff and Kushner can bridge these fundamental demands or merely establish a temporary diplomatic channel depends entirely on the outcomes of the scheduled meetings in Kyiv and the adherence of both militaries to the announced ceasefires.
