Women, tenants… The number of over-indebtedness cases is on the rise again in 2023

This corresponds to an increase of 8% in 2023, compared to the previous year. The number of filings for overindebtedness reached an annual total of 121,617, the Bank of France announced this Thursday, but this number remains lower than those of the pre-Covid period.

Over-indebtedness affects women and the 35-54 age group more, according to a monthly study by the French central bank, completed at the end of December. It mainly concerns tenants (76%) and people whose resources are below the poverty line (57%).

Last year, the number of files, which had decreased in 2022 compared to 2021, remained almost halved compared to the last ten years, says the Banque de France.

The number of people registered in the central check file is decreasing

The number of people registered in the national file of personal loan repayment incidents (FICP), which lists in particular people who have encountered difficulties in repaying a loan taken out on a personal basis, also increased in 2023 compared to the previous year, increasing 14% to 881,207.

Registrations in this file do not necessarily result in the submission of an over-indebtedness file, which is a voluntary action on the part of the person concerned. The number of people registered in the central check file (FCC), which lists people who have issued a bad check as well as those who have had their bank card withdrawn following improper use, is down 5%, to 779,945. The number of bank designations for opening a bank account was 30,271 last year, down 9% year-on-year.

The role of the Banque de France is, in fact, to enforce the right to an account: in the event of refusal from a banking establishment or lack of response within 15 days after a request to open an account, an individual can enter and have a free deposit account with basic banking services opened at another establishment.

To raise awareness of all of its support services, the Banque de France, which has halved the number of its permanent counters since 2010, launched a unique number at the end of 2022, 3,414. In 2023, it processed more 1.85 million requests at its counters, by telephone and in writing (postal or Internet).
