National Assembly Speaker Woo Won-shik announced his intention not to table three controversial bills that the opposition party pushed through at the plenary session to be held tomorrow (the 12th), including the so-called “Kim Kun-hee Special Prosecutor,” “Chae Sang-byung Special Prosecutor,” and the Local Currency Act. He requested the ruling and opposition parties to discuss the bills so that they can be tabled at the plenary session on the 19th, saying that a solution to the legislative conflict must be found in the National Assembly.
At a press conference held at the National Assembly on the 11th, Speaker Woo said, “I ask the ruling and opposition parties to reach an agreement so that the bills submitted to the plenary session, including the special prosecutor bill, can be processed on the 19th, after the holiday,” and “We should now focus on operating the ruling and opposition party consultative body.”
The Democratic Party initially decided to deal with the local currency law, which mandates financial and administrative support from the state and local governments for the operation of local currencies, at the plenary session to be held on the 12th for questions to the government. It also plans to deal with two bills, including the Kim Gun-hee Special Prosecutor Act and the Chae Sang-byung Special Prosecutor Act, on the same day, and pushed through three controversial bills at the National Assembly Legislation and Judiciary Committee meeting held today.
In response, Speaker Woo emphasized, “What the National Assembly must do now is to resolve the legislative conflict as soon as possible,” and “Since we are now standing at the entrance to social dialogue between the ruling and opposition parties, we must take another step forward and open the door.”
Speaker Woo said, “The National Assembly should also focus on resolving the conflict between the National Assembly and the National Assembly, which is the biggest issue at hand,” adding, “Three controversial bills, including the ‘Kim Kun-hee Special Prosecutor’s Office,’ have been submitted to the plenary session, and the opposition party’s demand is that they be processed quickly in accordance with National Assembly Act procedures.”
He continued, “Regarding the two special prosecutor laws, investigations and inquiries have been conducted and are in progress,” and added, “Public opinion is that (the suspicions in question) are far from resolving the public’s doubts. Since the public has had difficulty convincing the public about the process so far, public opinion has been strongly calling for the suspicions to be resolved, so the National Assembly must make a judgment either way.”
However, he said, “The Speaker’s judgment is that for now, we must focus on the emergency situation the people are facing,” and asked, “I urge the opposition party to take a step back from pushing through the bill based on the common standard of the people’s demands, and the president and the government to exercise wisdom by taking the necessary measures to restore trust so that the ruling and opposition parties can quickly launch a consultative body to resolve the legislative conflict.”
