It was reported on the 26th that National Assembly Speaker Woo Won-sik judged that the standard for passing the impeachment motion against Acting President Han Deok-soo was 151. The motion to impeach the Prime Minister requires the approval of more than a majority of the members of the National Assembly (151 people), and for the President, the approval of more than two-thirds of the members of the National Assembly (200 people) is interpreted as following the interpretation that an acting authority is the prime minister. On the other hand, the People Power Party refuted again, saying, “Of course, the quorum for impeachment of an acting president should be based on the president.”
Chairman Woo is expected to declare that the impeachment bill against an acting authority, which will be voted on at the plenary session to be held on the afternoon of the 27th, will be passed if there are more than 151 votes in favor. Previously, in response to a question related to quorum at a press conference on the 24th, he said, “The primary judgment is made by the chairman,” and “I will make a decision based on the opinion of the Legislative Research Service.”
On the other hand, Kwon Seong-dong, acting representative of the People Power Party, said at the general meeting of lawmakers, “If one acting president is impeached by a majority of the National Assembly, as the Democratic Party claims, the next acting president can also be impeached by a majority,” adding, “The result of such serial impeachments is the destruction of state affairs.” He pointed out. The People Power Party’s position is that even if Chairman Woo decides on the impeachment bill based on the Prime Minister’s standards, an acting authority can continue to perform his duties. Rep. Kwon Young-se, who was appointed as the new emergency response committee chairman, said, “We will have to review all measures.” The People Power Party leadership plans to file an authority dispute and injunction if Prime Minister Han accepts the impeachment bill passed by 151 seats. A situation may arise where the impeachment quorum issue must also follow the judgment of the Constitutional Court.
Regarding quorum, the Constitutional Court said, “It is difficult to make an official position because there has not yet been a Constitutional Court decision related to that issue.” When asked, “Do you have a priority review plan if it is passed?” the Constitutional Court said, “We will review it once the case is received.”
