The southeast of the capital continues to pick up speed. The Madrid City Council has already signed the award of the works for the new phases of the development of Valdecarros and in the coming days the execution of the urbanization works of the second and third phases will begin.
In these two new stages, a total of 10,793 homes will be built, which will be added to the 2,580 homes in the first phase, currently under development. All homes will begin construction in 2025.
On October 2, Manuel Pazos, general director of Works and Infrastructure of the Madrid City Council, and Luis Roca de Togores, president of Valdecarros Madrid, signed the act of rethinking the works of the two new phases. The second has been awarded to Dragados, and the third to a temporary union of companies between Acciona and Ortiz.
The budget for the new developments amounts to around 124 million euros, of which 70.8 million correspond to the second phase and the remaining 53.2 million to the third. The cost of the first three stages, including the first, which Ortiz is concluding, exceeds 150 million euros.
Valdecarros, a neighborhood with 50,000 new affordable homes

The construction of these first three phases will begin in 2025. In its first three stages, Valdecarros will put 13,580 affordable homes on the market, of which more than a third will be publicly owned.
After the municipal adaptation of the project, total investments in urbanization will rise to 1.8 billion euros. Added to those of construction, The new Madrid neighborhood could contribute more than 7.5 billion euros to the capital as a whole, and will create some 450,000 direct and indirect jobs.
Of the 51,000 houses that will be developed, at least 55% will have some type of protection, so that in the medium and long term the neighborhood will be the epicenter of affordable housing in the city.
Valdecarros will rise above an area of more than 19 million m2, equivalent to about 2,600 football fieldsof which at least a thousand (about 7 million m2) will be dedicated to green areas. The neighborhood will house a minimum of 110,000 trees, to which must be added those of the urban parks, thanks to which any home in the district will be less than two hundred meters from a green area.
Valdecarros is integrated with the rest of the urban developments in the southeast of Madrid to facilitate mobility in Madrid. Valdecarros’ proximity and quick access to major highways, such as the M-45, M-31 and M-50, will help strengthen transversal mobility in the city and decongest its main entrances.. Sustainable and ecological mobility will also be promoted, which will have from the first moment 127 kilometers of cycle lanes specific.
Thus, it will be a walkable and walkable neighborhood on practically flat terrain in which almost 90% of its streets will have a slope of less than 3%. To achieve this milestone, 30 million m3 of land will have to be moved with an additional financial effort of 250 million euros.
Commercial activity will be favored by nearly half a million m2. Of these, at least 175,000 are destined for local commerce that will give life to the streets and energize the economy based on small and medium-sized businesses. The spaces dedicated to offices will offer a new and powerful economic center within the capital. Furthermore, due to its location, Valdecarros will be one of the best-connected urban developments in Madrid.
