It is past 8 p.m., Wednesday June 7, when the President of the National Assembly, Yaël Braun-Pivet, decides to call Bertrand Pancher, leader of the Freedoms, Independents, Overseas and Territories (LIOT) group. She is then preparing to formally affix article 40 of the Constitution on almost all of the amendments to rewrite article 1is of the LIOT text aimed at repealing the postponement of the legal age from 62 to 64, after its abolition in committee. “I couldn’t do otherwise”assure Mme Braun-Pivet to M. Pancher. The latter replies that she did “an error and a fault that will have important consequences”.

The same morning, Yaël Braun-Pivet provoked an open crisis with the oppositions by revealing on BFM-TV that it would use ” during the day “ in article 40, which prevents parliamentarians from tabling amendments or bills creating additional charges without being compensated. It considered that Article 1is LIOT’s text on age measurement “should never have been examined because he is a creator of charges” and so “not in accordance with the Constitution”.

“This reform is behind us, no one will go back on it”, repeated, Wednesday, the vice-president of the Renaissance group, Sylvain Maillard (Paris). At the end of the Council of Ministers on Wednesday, the government spokesman, Olivier Véran, gave his support to the decision of Mme Braun-Pivet : “We do not twist the Constitution to please the opposition. » However, for the presidential coalition, the repeal of the age measure would cost between 15 and 20 billion euros to the pension system by 2030.

Symbolic vote

Si Mme Braun-Pivet ruled inadmissible 54 of the 55 amendments on the age measure, a vote could nevertheless take place on Thursday on a request for a report from the socialist group for “assess the fairness, on the one hand, and effectiveness, on the other, of the shift in the legal retirement age from 62 to 64 years”. For the Socialists, this amendment will serve as a symbolic vote on the decried reform of the executive.

But for the executive and the presidential coalition, honor is safe: after having encouraged Mme Braun-Pivet to intervene, there will be no vote to repeal the emblematic measure of the executive pension reform. At the Palais-Bourbon, the deputies of the oppositions succeeded all day in front of the cameras to condemn the decision of Yaël Braun-Pivet. From the Salle des Quatre-Colonnes, Bertrand Pancher denounced “prevarication” of the President of the Assembly, having « failed in its charge and in its moral obligations by ensuring the lasting weakening of the National Assembly”.
