Yangpyeong-gun has shown remarkable population growth since the 8th local government election, ranking first in the number of counties nationwide and second in the number of population increases, entering the era of 128,000 people. Since the launch of the 8th local government, Yangpyeong County Governor Jeon Jin-seon has been smoothly fulfilling his promises to the people, recording a 77.8% implementation rate and a 52.9% completion rate for 29 pledges and 117 detailed pledge projects in the 5 major county administration directions of Yangpyeong County. He has also achieved excellent results in various external and public contests, securing 51.4 billion won in national and provincial funds for a total of 158 projects, including rural agreement projects.

Immediately after taking office, he established the Road Department and the Cleaning Department to solve the recurring traffic congestion and chronic waste problems, and implemented an organizational restructuring aimed at integrating functions tailored to the needs of the residents, such as integrating the existing construction and permit work into the Permit 1 and 2 Departments for rapid civil affairs administration.

Since the establishment of the Cleaning Department, we have operated a city cleaning team to create a clean road environment, and we have also carried out the Clean Yangpyeong campaign with 142 social groups and 2,000 residents to create a cleaning culture voluntarily participated by residents, winning the grand prize in the 2023 Clean Gyeonggi Evaluation.

In addition, to solve the vulnerable transportation problem of Yangpyeong, 24-seater electric low-floor buses were introduced and the Yangpyeong-Gangsang circular bus route was opened to increase accessibility to public transportation, and the congested traffic conditions in front of Yangpyeong Station were reorganized. A smooth transfer system linking railways, taxis, and buses was established centered around Yangpyeong Station. In addition, city bus routes were reorganized to pass through large apartment complexes and Yangpyeong City Center to Yangpyeong Station, transforming Yangpyeong Station into a public transportation hub.

In particular, in order to ensure the safety of residents and their convenience, we prioritized the safety of residents’ lives by subscribing to all military personnel’s safety insurance, and when the entire nation was gripped by fear due to the rental housing fraud incident, we took the lead in preventing damage by operating a rental housing fraud prevention counseling center.

Realizing health and welfare through care and consideration

Governor Jeon Jin-seon also took the lead in improving health and welfare services, which are a measure of the quality of life of the people, and in practicing health and welfare based on care and consideration.

We opened the Yangpyeong-gun Senior Welfare Center, which is equipped with the largest state-of-the-art facilities in the country, and created a place for the elderly to have a healthy and active leisure life with over 100 different programs. In addition, we strengthened the health care service for the elderly by introducing AI smart care service for the elderly living alone, installing blood pressure monitors in 370 senior centers in the district, and supporting eco-friendly rice.

In order to create a good environment for giving birth and raising children, the future of Yangpyeong, we supported postnatal care costs of 500,000 won per newborn and increased the childbirth incentive from 3 million won to 5 million won to encourage childbirth. In addition, we expanded preferential programs for families with multiple children, established the Yangpyeong Children’s Health Playground to support the healthy growth of children, and operated the Yangpyeong-gun Childcare Comprehensive Support Center, taking the lead in creating a good environment for raising children.

In addition, in order to support the growth and settlement of youth and young adults, we operate youth training facilities and youth cafes by region to support various experiential activities for youth, and actively promote housing, job, and farming support projects so that the youth of Yangpyeong-gun can grow into young adults and settle down through such measures as support for the interest on the housing loan for young newlyweds, priority selection of young farmers for eco-friendly agricultural universities, and payment of settlement support funds for young farmers.

Tourism with vibrant jobs and ecological resources

Currently, despite its geographic advantage of being close to Seoul, Yangpyeong-gun is facing significant constraints in terms of private sector employment, such as difficulties in creating industrial complexes due to overlapping regulations such as the Capital Region Development Plan Act, development restriction zones, and water source protection zones, as well as limitations in attracting companies and establishing factories.

In this situation, Yangpyeong-gun is expanding public job projects to stabilize the lives of vulnerable groups and is providing stable jobs through job information provision, counseling, and matching between job seekers and employers by placing career counselors in township and county job centers to create diverse jobs while overcoming disadvantages due to regulations.

In particular, we are providing customized jobs, such as by creating jobs through the ‘Design Thinking Academy’ education program to foster young entrepreneurs and promoting a new-age career-type job creation project to utilize retired workers.

In the tourism sector, in order to foster the tourism industry by utilizing the value of the ecological environment, a customized tourism business is being carried out by combining Yangpyeong-gun’s tourism resources under the slogan ‘Yangpyeong is Tourism’ with plenty of things to do, see, and enjoy.

The central region plans to promote nighttime lighting projects centered on Yanggang Island and Galsan Park for beautiful scenery at night for residential tourism, create walking paths and waterside spaces on both banks of Yanggeun Stream to “turn Yanggeun Stream into Cheonggyecheon,” and create tourism infrastructure by linking the Yanggeun Riverside Specialized Road Creation Project, the Water Mist Park Pedestrian Bridge Creation Project, and the Bush Ecological Belt Creation Project.

The western region plans to improve transportation infrastructure, including making Semiwon, a provincial garden of Gyeonggi Province, the first national garden in the metropolitan area, centered around Dumulmeori and Semiwon, and relieving traffic congestion by improving transportation facilities.

Semiwon, the representative tourist attraction of Yangpyeong, is the best tourist attraction in the metropolitan area, visited by more than 400,000 people annually, and is registered as the first local garden in Gyeonggi Province. The goal is to expand the “Semiwon and Dumulmeori area,” the best eco-tourism resource in the metropolitan area, into a garden area and designate it as a national garden. In addition, preparations are underway to develop Geobukseom, which has been well preserved since the construction of Paldang Dam, into a national ecological exploration trail.

The eastern region is promoting a nighttime lighting project for residential tourism in order to transform the Yongmunsan tourist site in line with tourism trends, and for convenience of access, a separate sidewalk is being built from the tourist site to Yongmunsa Temple. In addition, a 3.4 km section from Yongmunsan Tourist Site to Gaseopbong Peak is being prepared to be the first inland cable car in the metropolitan area to be installed through private investment.

As a balanced project, the Yangpyeong Bypass and Gunminhoe Intersection sections were expanded to six lanes.
