The Democratic Party of Korea criticized the Office of the President on the 12th regarding its refusal to accept the request to appear as a witness for the impeachment hearing of President Yoon Seok-yeol, saying, “The Office of the President has thrown public opinion out into the street.”

Democratic Party floor spokesperson Noh Jong-myeon said in a briefing at the National Assembly that day, “The Office of the President’s refusal to accept the summons to appear as a witness is a legitimate obstruction of the execution of the law.”

Spokesperson Roh said, “The presidential office’s illegal and physical obstruction of delivery is an attempt to prevent the witnesses from appearing, effectively nullifying the hearing,” and emphasized, “In order to meet the requirement that the summons be delivered seven days prior to the date of appearance, the summons must be delivered to the parties by today.”

He continued, “The National Assembly’s Legislation and Judiciary Committee issued a summons to appear as witnesses to seven people related to the Office of the President, including Presidential Security Service Chief Kim Yong-hyun, for a hearing on the impeachment petition against President Yoon Seok-yeol,” and pointed out, “This is a summons that was legitimately issued after a resolution by the National Assembly’s Legislation and Judiciary Committee. Any act of obstructing the delivery of this summons is a refusal of the people’s order.”

In addition, he cited Article 12 of the National Assembly Testimony and Investigation Act, which states that a witness who intentionally avoids receiving a summons to appear is subject to imprisonment for up to three years or a fine of between 10 million won and 30 million won, saying, “The President’s actions go beyond simple obstruction and may even be illegal under the National Assembly Testimony and Investigation Act.”

Roh’s floor spokesperson said, “No matter how much you refuse, the witness summons has already been delivered,” and urged, “You must definitely participate in the hearing scheduled for the 19th and 26th.”

On the morning of that day, opposition party members of the Legislation and Judiciary Committee, including the Democratic Party and the Fatherland Innovation Party, clashed with police who were controlling their entry while delivering a summons to appear at the presidential office in Yongsan-gu, Seoul. Afterwards, they entered the reception room and tried to submit documents, but an official from the presidential office said, “You have to do it according to the regulations. We cannot accept it,” and took the summons and left it on the floor.
