Yoon Appoints Professor Yoo Hye-mi, a ‘Twin Working Mom’, as Chief of Low Birth Rate

On the 25th, President Yoon Seok-yeol established the Office of the Senior Secretary to the President for Low Birth Rate Response and appointed Yoo Hye-mi (47), a professor at Hanyang University’s College of Economics and Finance and a “working mom of twins,” as the first senior secretary.

Chief of Staff to the President Chung Jin-seok held a briefing at the Presidential Office in Yongsan on this day and announced, “We have decided to establish the Office of the Senior Secretary to the President for Low Birth Rate Response as a control tower to overcome the low birth rate.”

The new chief, Yoo, graduated from the Department of Economics at Seoul National University and received a Ph.D. in Economics from the University of Rochester in the United States. After working as an assistant professor at the State University of New York, he is currently a professor at the Department of Economics and Finance at Hanyang University. The husband of the new chief, Yoo, is also a professor in the Department of Economics at Ewha Womans University.

According to the Office of the President, Chief Yoo has been conducting research on topics closely related to the low birth rate, such as the distribution of childcare time in dual-income households, the impact of changes in labor composition on economic development, and the impact of marriage and working spouses on wages.

The Office of the President explained, “As the ‘Chairman of the Special Committee on Approaching Inclusive Finance’ in the Yoon Seok-yeol government’s National Integration Committee, Chief Yoo has developed a high level of understanding of state administration philosophy and government policies while seeking ways to realize inclusive finance.” The official added, “As a working mom raising elementary school-aged twins, she understands better than anyone the difficulties of childcare and future realities.”

On that day, Chief Yoo said, “I feel a heavy burden as I am entrusted with the important task of resolving the low birth rate issue amid President Yoon’s declaration of a population emergency,” and “Since changes in the population structure have a significant impact on all aspects, including economic growth, finances, employment, education, and welfare, I will work hard to communicate and coordinate with various ministries.”

Choi Han-kyung, director of the Office of the Presidential Committee on Low Birth Rate and Aging Society, was appointed as the Population Planning Secretary under the Office of the Senior Presidential Secretary for Low Birth Rate Response, and Choi Jong-gyun, deputy director of the Korea Disease Control and Prevention Agency, was appointed as the Low Birth Rate Response Secretary.

Meanwhile, on this day, President Yoon appointed Ambassador to Indonesia Lee Sang-deok as the Vice Minister-level Commissioner of the Overseas Koreans Office. The Office of the President said of the new commissioner, “He has mainly worked in areas with many Koreans living in China and Southeast Asia, and has excellent negotiation and mediation skills acquired through his long career as a diplomat.” He added, “We expect him to contribute to protecting overseas Koreans and strengthening exchanges and cooperation with the mother country.”
