It was reported on the 4th that Kang Hoon, President Yoon Seok-yeol’s key aide and public relations secretary, recently submitted his resignation.

A passport official said in a phone call with News 1 this morning, “Considering that he is an early member of the election campaign and the intense work of the presidential office, wouldn’t he need some rest and recharge?” and “I understand that Secretary Kang recently went around the secretariat to say goodbye to those who are leaving.”

Secretary Kang is known to have been an aide to President Yoon since March 2021, when he resigned from the position of Prosecutor General, until now.

During the presidential election, Secretary Kang played a key role in negative response and offensive operations, and after the launch of the Yoon Seok-yeol government, he served as the first Secretary to the President for Public Relations (currently the Secretary to the President for Policy Public Relations).

In line with President Yoon’s policy promotion strategy, Secretary Kang played a leading role in reorganizing press releases from each ministry to match the public’s perspective and promoting the spokesperson for the ministry for people’s livelihood to the level of a first-class (manager), which is equivalent to a director. He is also evaluated to have smoothly handled issues such as the Fukushima contaminated water issue.

In particular, Secretary Kang, who managed the spokespersons’ groups of 47 government ministries, is said to have been the Yongsan staff member most feared by the spokespersons of the ministries, with his strong sense of humor and sharp reprimands.

Secretary Kang conducted a performance evaluation of each ministry’s spokesperson’s office once every two months and assigned grades from S to A, B, C, and D to encourage strengthened policy promotion.

As a result of introducing the evaluation system, even government agencies at the subordinate and provincial levels that had been relatively negligent in policy promotion showed improvement, such as actively issuing press releases.

In addition to policy promotion, Secretary Kang is also known to have played a key role in securing a $2.5 billion (approximately KRW 3.3 trillion) investment from Netflix co-CEO Ted Sarandos during President Yoon’s state visit to the U.S. in April last year.

Secretary Kang, who is a former journalist, is said to have met President Yoon about 10 years ago when he was a legal reporter at the Chosun Ilbo.

An official from the Blue House said, “Secretary Kang is a workaholic with outstanding work ability and passion,” and added, “I would take on any task again.”

The Office of the President plans to have Hong Soo-yong, a former editorial writer for the Dong-A Ilbo, serve as acting administrative officer to lead the Office of the Secretary for Policy and Public Relations for the time being, while also selecting a successor.
