127 joint secretaries of administration cadre have been promoted as additional secretaries. An order in this regard has been issued from the Ministry of Public Administration on Monday (April 22). These promoted Additional Secretaries have been made Officers on Special Duty (OSD).

As per rules, at least 85 marks should be obtained in the evaluation marks. 20 years of service experience with at least three years of service in the post of Joint Secretary or 22 years of experience with at least two years of service in the post of Joint Secretary are considered for promotion to the post of Additional Secretary.
The number of additional secretaries in the administration with promoted officers is 415. Although the number of permanent posts of Additional Secretary is 212.
18th batch is considered as the main batch for promotion to the post of Additional Secretary. At the same time, the deprived of the previous batches have also been promoted to the post of additional secretary, it is known from the Ministry of Public Administration.
As there are no regular posts, most of the promoted Additional Secretaries will remain in the post where they were before promotion i.e. will be kept in situ.
In the ‘Promotion to the posts of Deputy Secretary, Joint Secretary, Additional Secretary and Secretary Rules, 2002’, it is said that in the case of promotion to the post of Additional Secretary, 70 percent of the officers of the administration cadre and 30 percent of the joint secretaries of other cadres should be taken into consideration.
