Lawmakers Recognized for Policy Focus During Contentious 2025 Health and Welfare Committee Audit

The recognition comes following the conclusion of the 2025 Health and Welfare Committee audit of government affairs on October 30, an assessment widely criticized for prioritizing political battles over meaningful reform.
Audit Marked by Political Strife and Inadequate Preparation
The National Assembly’s audit, “a political audit focused on political battles,” a senior official stated, highlighting the frustration with the process.
Despite these challenges, the Citizens’ Coalition for Economic Justice sought to identify lawmakers who prioritized in-depth policy inquiries and offered constructive alternatives. The evaluation,conducted between October 14 and 30,2025,scored lawmakers based on the reform potential,specificity,and effectiveness of their inquiries,explicitly excluding politically motivated or emotionally charged questioning.
Key Issues Under Scrutiny
The audit process brought several critical issues to the forefront, spanning public healthcare, health insurance, and welfare for vulnerable populations. In public medical care, concerns centered on the growing shortage of essential doctors in regional areas, delays in establishing local doctor systems and public medical schools, and the need for expanded public hospital funding and regionally extensive medical infrastructure.
Within health insurance, the audit revealed problems with unfair profit misappropriation by indirect delivery companies, wasteful spending of National Health Insurance funds, and legislative conflicts hindering effective crisis response. Other concerns included illegal health insurance claims by foreigners, the need for special envoys to address unfair claims, and the potential benefits of ingredient-name prescriptions to improve drug accessibility. Insufficient coverage of herbal medicines also emerged as a key area for improvement.
in the realm of vulnerable welfare, the audit highlighted a shortage of social welfare personnel, inadequate preparation for the implementation of integrated care projects, and the need for reforms to the basic living security system, including adjustments to the standard median income and property conversion rates.
Lawmaker Recognition: A Spotlight on Policy Leadership
Rep. Kim Yun of the Democratic Party of Korea was recognized for her work on expanding and reorganizing essential local public medical services, improving non-benefit management, addressing drug supply anxieties, and enhancing hospital quality evaluation. She distinguished herself by offering concrete alternatives to address the regional imbalance in essential medical care, even amidst legislative conflict surrounding the proposed increase in medical school admissions. “She presented specific issues and presented effective alternatives,” the Coalition noted.

Kim Nam-hee, also of the Democratic Party of Korea, focused on the deterioration of health insurance finances due to illegal drug profiteering, unfair claims, and the protection of vulnerable groups. She challenged prevailing narratives, pointing to indirect suppliers and abuse of non-benefit benefits as primary drivers of financial leakage, rather than focusing solely on issues like alleged Chinese health insurance fraud. Her inquiries also extended to the welfare of the elderly, children, and foreign nationals.
Rep. Kim Ye-ji of the People Power Party earned praise for her unwavering focus on protecting the rights and interests of the disabled and elderly, as well as improving food and medicine management. She was especially commended for her in-depth questioning regarding disability rights, comprehensively addressing issues ranging from self-reliance support and abuse prevention to access to facts and medical care. According to the evaluation, she “exposed the reality of Korea’s welfare policy by strongly criticizing the fact that Korea’s welfare policy for the disabled remains at a benefit level centered on care rather than self-reliance.”
Call to Action for Legislative Obligation
The Citizens’ Coalition for Economic Justice concluded its assessment with a call to action, urging members of the National Assembly to translate the identified problems and proposed solutions into concrete government policies, legislation, and budgetary allocations. The association emphasized the importance of accountability and a commitment to addressing the systemic issues revealed during the audit process.
