    I reminded that 13-2.1 of the Law “On Territorial Structure and Administrative Territorial Division” of the Republic of Azerbaijan. According to Article “When administrative territorial units are registered, merged, changed their administrative subordination, given their names or changed their names, a meeting (meetings) are held to ensure that at least 25 percent of the citizens living in the territory of each territorial unit and who have the right to vote express their opinion on the relevant issue.”
    13-2.2 of the Law. According to the article, “When more than half of the citizens who participated in the meeting (meetings) vote “in favor” of registering, merging, changing the administrative subordination of the territorial unit, giving a name to the territorial unit or changing its name, the relevant decision is adopted.”
    Declaring that it is ready to discuss infrastructure and other issues with Karabakh Armenians, the Azerbaijani authorities, unfortunately, do not show the same approach to IDPs, neither the unification of settlements nor the restoration of property rights are being discussed with Azerbaijanis.
