Dubai, United Arab Emirates (CNN) — According to the Saudi Ministry of Health, e-cigarettes contain many toxic substances, carcinogenic chemicals, and flavors linked to lung diseases when used.

Electronic cigarettes work by evaporating a solution containing nicotine and other substances, and do not contain tobacco leaves as is the case in regular cigarettes.
