The Minister of Inclusion, Social Security and Migration, José Luis Escrivá, has accelerated negotiations with the CC OO and CSIF unions and hopes to redirect the situation “in the next few days” to avoid a 24-hour strike on September 7 in all Social Security centers. It would be the first general strike in the history of the organization and it has been called due to “the lack of troops, the delay in the management of benefits and the general breach of personnel agreements.”
In an informative colloquium in which he participated in Albacete, the minister added that “it does not make much sense that for eight years the Social Security workforce has been reduced by 20% and there has not been much protest and that now that we are incorporating 3,200 people, then this situation arises. This Thursday and Friday there were meetings between the ministry and the unions and they appreciated the willingness to negotiate and consider that a good agreement could be reached if their demands are materialized.
For months the neglect of citizens in the Social Security offices has been worsening, for which an appointment is required without it being easy to obtain one and sometimes almost impossible. To such an extent that in January of this year the Ombudsman had to intervene to demand that Social Security resolve the delays in granting appointments in the face of “the incessant complaints.”
The minister admitted that the body has not had “in the first instance sufficient agility to adapt the structure of care in Social Security to this new demand by appointment.” “I believe that we are fixing all this and very quickly, at the same time that we are reinforcing the Social Security workforce,” he said.
Social Security lost 23% of its staff between 2011 and 2018. «We are talking about a situation of an extraordinary deficit of troops. We are rebuilding this whole situation, but it takes time,” he assured, and recalled that in the first half of this year 3,200 troops will be incorporated into Social Security. “Therefore, we are already addressing the issue,” she stressed. Social Security has had an increase in workloads and new benefits while its workforce has been reduced, Escrivá stressed, and warned that this “takes time to fix.”
For their part, the CSIF and CC OO are calling for an extraordinary job offer to solve the problems due to lack of personnel in Social Security. Yesterday, Thursday, there was a meeting but the ministry document “did not offer sufficient guarantees” according to the unions, which have demanded a “real commitment.” The unions speak of the “chaotic situation” of the body and accuse the minister of “lack of will”.
The CCOO trade unionist Nacho Galán explained that of the 30,000 jobs only 23,000 are occupied; In addition, a third of the workforce will retire within a period of five years. 82% of the staff are over 50 years old.
One of the measures of the ministry to increase the pace of work is that during the period in which summer time is applied, that is, from June 15 to September 15, officials are offered to work voluntarily in the afternoons with an incentive of 6 euros gross per citizen attended. From CSIF and CCOO, they have assured that this measure “has not been received positively” by colleagues.
