Russian President Vladimir Putin signed a law according to which, from February 1, 2022, the size of maternity capital will be indexed according to actual, not projected inflation. The document was published on the official Internet portal of legal information.

“The size of maternal (family) capital is revised annually from February 1 of this year based on the consumer price growth index for the previous year in accordance with the indexation coefficient determined by the government of the Russian Federation. In the same order, the size of the remaining part of the amount of maternity (family) capital is being reviewed, ”the law says.

Putin proposed indexing the size of maternity capital based on actual inflation, rather than expected, at a meeting with State Duma deputies on October 12. The head of state then explained that the high growth rates of consumer prices in the country “hit” the less well-to-do groups of the population.

As Rosstat reported earlier, annual inflation in November this year amounted to 8.4% with the Central Bank’s target of 4%. On December 17, during a press conference, the chairman of the Central Bank Elvira Nabiullina said that the final December figure is likely to be slightly less than the end of autumn and will be around 8%. A similar assessment was presented by the Ministry of Economic Development.

According to the Central Bank, inflation in Russia will return to the target of 4% towards the end of 2022.The President and the Government have repeatedly said that external factors influence the situation with an increase in the cost of goods and services, since high rates of price growth are observed in most countries of the world.

Maternal (family) capital began to be issued in Russia in 2007 to families where the second or subsequent child was born or adopted (if the right to payment was not formalized before). From January 1, 2020, these funds can also be received by those who have their first child. In the current year, the size of the mother capital for the first child was 483,881.83 rubles, and for the second, third or subsequent children – 639,431.83 rubles.
