Russia’s proposals to the United States and NATO on security guarantees should be considered on the platform of the Organization for Security and Cooperation in Europe (OSCE), said Russian Foreign Minister Sergei Lavrov. He noted that all OSCE members pledged not to strengthen their security to the detriment of the security of other states.

“We also have an understanding that at a certain stage these issues must be seriously considered within the OSCE, first of all, proceeding from the fact that it was there that all the Euro-Atlantic countries at the highest level signed the principle of equal and indivisible security,” Mr. Lavrov explained at press conferences (quoted by RIA Novosti).

On December 17, the Russian Foreign Ministry presented draft agreements with the United States and NATO on security guarantees. Moscow, in particular, demanded to fix the refusal to expand NATO. Washington plans to discuss Russia’s security concerns with European partners. Vladimir Putin fears that Western countries will want to “blabber” the negotiations.
