The Ministry of Internal Affairs has developed amendments to the list of “malfunctions and conditions under which the operation of vehicles is prohibited”, about this informed “Kommersant”. The document was sent to the Analytical Center under the government. The amendments are expected to come into force in March 2023.

Among the amendments is a ban on the use of summer tires on cars in winter and studded tires in summer. It is planned to be introduced for cars (category M1) and light trucks (N1). Studded tires in the summer (June-August) are going to be banned on all vehicles, regardless of their categories. Regions will be able to independently choose the duration of the winter and summer seasons, depending on the climatic conditions of each region. In particular, the authorities of Yakutia can increase the winter season from three months to six – from October to March, and in the Krasnodar Territory it can be reduced to one month.

With regard to trucks of types N2 and N3 and buses M2 and M3, they must be equipped with snow chains if they do not have winter tires. For buses over 5 tons (category M3), this rule will not apply if the installation of snow chains is not provided for by the design of the vehicle. The requirement also does not apply to all-wheel drive off-road vehicles (category G).

Kommersant clarified that the ban on the use of summer tires in winter and studded tires in summer is contained in the technical regulations of the Customs Union “On the safety of wheeled vehicles”, but the traffic police has not yet fined for violating this rule. After the approval of the new list, such a right may appear.

Currently, malfunctions related to wheels and tires with which the operation of the vehicle is prohibited include insufficient tread depth, the presence of punctures and cuts exposing the cord and disc cracks, tread peeling, missing mounting bolt, installation of different tires on one axle vehicle and tire mismatch in size or load model of the vehicle on which they are installed.

In addition, the new edition of the list provides for prohibitions on the use of light sources in headlights and lanterns, the class of which does not correspond to the “specified in the operational documentation”. For example, LED and xenon lamps shine brighter than incandescent or halogen lamps, which leads to blinding of the oncoming traffic. Malfunctions will also include an inoperative automatic headlight range control provided by the manufacturer, and an inoperative anti-lock braking system ABS.
