On January 12, 2023, the Prosecutor initiated a public criminal prosecution against A.Kh., known by the nickname “Tarzan”, under Article 258, Part 3, Clause 3 (especially large-scale extortion) and Article 325 of the Criminal Code. Part 1 (addressing a member of a criminal subculture group or a person with a higher status in the criminal hierarchy).

According to the data of the preliminary investigation, in 2022 A.K. created an association of persons endowed with criminal hierarchy and interpersonal hierarchical relations. The purpose of association is to commit and sponsor a crime, to involve others in the commission of a crime, or to settle disputes related to public or private matters or to obtain an illegal benefit or other advantage through violence, threats, coercion, or other illegal actions.

During the preliminary investigation of the criminal proceedings, it was substantiated that A.Kh. agreed to use his authority to resolve the monetary dispute between MH and A.H.

In particular, from October 17, 2022, A.K., accompanied by 5-6 unidentified persons of a criminal subculture group, had meetings with A.H., during which, using his criminal authority, A.H. . and his close relatives, as well as threats to take their property, said that he will settle the debts he has with M.H., which, according to his calculations, amounts to 314 thousand US dollars and which should will be paid by AH.

Then, he demanded to be given income and a share from the profits of gas stations of AH. All that was accompanied by threats of violence against A.H.’s close relatives.
