Poland, Hungary and Slovakia to lift the embargo to take advantage of the new licensing regime

The government of Ukraine approved a new procedure for amount of corn, canola, sunflower and wheat, according to which it is necessary to obtain license by the Ministry of Economy with the approval of the Ministry of Agrarian Policy to supply these crops to five EU member states bordering Ukraine.

This was stated by the Minister of Agrarian Policy and Food of Ukraine, Mykola Solsky, during an online speech at a meeting of the Agrarian Commission of the European Parliament, reports Ukrinform, citing the ministry’s press service.

“We believe that this scheme of work will satisfy all parties. And even those three countries that currently oppose the export of Ukrainian agricultural products will also join this plan. Because we all have one goal – victory in this terrible war. And for that there must be mutual understanding and mutual support between us,” said Solski.

Solsky called constructive the long-awaited decision of the European Commission to remove restrictions on the export of Ukrainian agricultural products with the introduction of additional control measures, and Ukraine is grateful for such a position.

The head of the Ministry of Agrarian Policy added that within 72 hours, Ukraine worked and submitted an action plan for export control to the European Commission. According to Solsky, the Ukrainian side’s proposal should calm the situation.

“According to our action plan, Ukraine will monitor and regulate exports as follows. We agree with the European Commission and the importing countries the necessary list and volume of agricultural production from four cultures, they, in turn, determine whether, when, and in what quantities they are willing to accept these cultures. Only after that we issue permits to our enterprises to export one or another product. That is, Ukraine controls its exports and coordinates them with the receiving countries,” the minister stressed.

The European Commission announced on September 15 that the European Union will not extend the temporary restrictions on Ukrainian grain. Then Poland, Hungary and Slovakia announced their decision to unilaterally block the import of Ukrainian agricultural products.

On September 18, Ukraine presented requirements for conducting consultations with Slovakia, Poland and Hungary within the framework of the WTO in accordance with the Agreement on Dispute Settlement Rules and Procedures of the Agreement Establishing the World Trade Organization.

Ukrainian Prime Minister Denis Shmykhal later said that Ukraine could ban the import of certain categories of goods from countries that do not lift the embargo.
