Transparency in tax expenditures: Gabon’s bad grades

DIG/ Gabon ranks ranked 22nd among African countries in terms of transparency in tax expenditures in Africa and 89th globally.

This is the conclusion of the latest report from the Global Tax Expenditure Transparency Index (GTETI) released on October 9, 2023.

Gabon obtained the score of 11.3/20 for the establishment of an institutional framework guaranteeing transparency and accountability, and the score of 12/20 for the data on lost tax revenues and their evaluations.

On other criteria, Gabon records mediocre marks 4/20 for the quality of information relating to the reporting methodology; 4/20 for making tax reports publicly available and 1.6/20 for accuracy of information on target companies.

In the GTETI report, Gabon nevertheless arrives behind Cameroon in the Cemac zone and ahead of the Central African Republic, Chad, Congo, and finally Equatorial Guinea.

On the continent, the country the most transparent in tax matters is Benin, followed by Niger, Tunisia and Morocco.

You should know that in the Global Tax Expenditure Transparency Index, countries are evaluated on the basis of 5 criteria: public availability of tax expenditure reports; the institutional framework; the methodology used; detailed information on target businesses and lost revenue.
