Addictions: what institutional anti-tobacco policies work?

Caregivers, associations… Actors fighting against addictions regularly denounce the role of lobbies which encourage the consumption of addictive substances, for the benefit of industrial and financial interests. In the field of tobacco and alcohol, these lobbies are particularly influential.

When it comes to institutional anti-tobacco policy, what produces results? Can we talk about deliberate strategies among certain populations, to encourage consumption and create dependence?
