According to that, as a result of large-scale operative-investigative measures undertaken by the employees of the RA National Security Service, and then as a result of investigative and secret investigative actions carried out within the framework of the criminal proceedings carried out by the RA Investigative Committee of the State, Fundamentals of the Constitutional Order and Crimes Against Public Security in the main department of investigation, factual data was obtained. that the officials of the Ministry of Economy of the Republic of Armenia, with prior agreement, with the instigation and assistance of a group of persons, abused their official powers.
During the preliminary investigation, in particular, it was found that the officials of the Ministry of Economy of the Republic of Armenia during the tender for the procurement of the service “Establishment of Public Investment Projects Bank” with the instigation and assistance of the director and employees of the participating joint-stock company N, in order to ensure the victory of that company in the tender, in violation of the Law on “Purchases” and The requirements of RA Government Decision No. 526 of May 4, 2017 created conditions for the other fund participating in the competition that made it impossible for the latter to participate in the competition, it was illegally viewed as not meeting the conditions of the competition and was actually removed from the competition. As a result, the winner of the competition was declared three times more than the competitor, more than 392 million. The company that submitted a AMD price offer.
As a result of the mentioned actions, the rights and legal interests of the fund participating in the tender were violated, significant damage was caused to the state.
As a result of operative-investigative measures jointly implemented by RA Investigative Committee and RA NSS employees, 6 persons were arrested within the framework of the mentioned criminal proceedings.
In the other criminal proceedings, the preliminary investigation of which is being carried out in the Department of Investigation of Special Assignments of the RA Investigative Committee, as a result of investigative and secret investigative operations, factual information was obtained that the official of the RA Ministry of Economy, having the appropriate powers, was a beneficiary of the state support program for the establishment of intensive gardens. being in a close relationship with V.D. and knowing the information of the latter’s acquaintances, other beneficiaries, during the years 2022-2023, documents submitted by them to the Ministry of Economy of the Republic of Armenia regarding the provision of agricultural services or the purchase of goods for the purpose of establishing a garden, which do not meet the requirements set by the Program under the circumstances, he did not refuse the financial compensation given to them, but on the contrary, he submitted reports that the works performed by the beneficiaries correspond to the criteria defined by the Program. After that, he asked for an instruction to the appropriate department of the Ministry to make payments to the accounts of the beneficiaries according to the Program. As a result, a number of beneficiaries with the mentioned program by the Ministry of Economy of the Republic of Armenia were unreasonably compensated in particularly large amounts, a total of AMD 238,418,100, which was fraudulently embezzled by V.D. and other beneficiaries.
As a result of operational-investigative measures jointly implemented by RA Investigative Committee and RA NSS employees in this criminal proceeding, the mentioned official was arrested.
