The preliminary investigation of the criminal proceedings in the case of the former Deputy Chief of the General Staff of the Armed Forces-Lieutenant Tiran Khachatryan has been completed, the indictment has been sent to the supervising prosecutor for approval. Tiran Khachatryan has been detained since January 15 due to the incident that happened in one of the restaurants in Kotayk. The law enforcement officers initiated a public criminal prosecution against him under the charge of hooliganism, which was committed by using a weapon or threatening to use it. According to the body conducting the proceedings, during the dispute, Tiran Khachatryan fired a gun into the air, and when the bystanders tried to stop him and take the gun from his hand, he fired another shot, as a result of which one of the customers who came out of another separate hall of the bakery received a gunshot wound in the right wrist. , whose health was slightly damaged.
Khachatryan’s lawyer, Varazdat Harutyunyan, told “Hraparak” that during the preliminary investigation, no facts confirming the accusation against the lieutenant-general were revealed.
“Furthermore, the accusation is so vain that we even submitted a petition to the investigator and the prosecutor to stop the criminal prosecution. We don’t want to talk too much at this stage, because the investigator’s indictment has not been confirmed yet. Maybe the prosecutor sends it back with an instruction to take additional administrative actions. As soon as the case entered the court, we will talk extensively about the preliminary investigation, shortcomings, and illegalities of this case. The last statement of the Investigative Committee and the thoughts expressed in it are not substantiated by the testimonies given during the preliminary investigation,” said Harutyunyan.
The latter noted that the participants and witnesses of the incident were interrogated in the case. According to the lawyer, both the Investigative Committee and the Prosecutor’s Office know that there is no accusation. Are they trying to impoverish and scare Tiran Khachatryan with this criminal case? the lawyer does not rule it out.
“There is such a thing, but how can they impoverish a general like Tiran Khachatryan with such a case? Of course, that is what they want, because what they arrested him for and what came out during the preliminary investigation have nothing to do with each other. According to the pre-investigative body, Khachatryan knows the participants of the incident, there is a fear of influence, and for that he was detained and additional interrogations will be done, while it turned out that no interrogation was done. The fact that there is a discriminatory attitude towards my client is unequivocal, we will present it objectively during the case,” the lawyer emphasized.
