“Yes, as much as Azerbaijan saw that problem, Armenia drew Azerbaijan’s attention to an equivalent problem in their legal field, starting with the constitution. We talked about constitutional changes, and the commission was formed shortly after the 2018 revolution,” said Mirzoyan.

According to him, the constitutional amendment is primarily a document of internal significance.

“I don’t want to completely deny that, while having internal significance, any constitution has a wider impact and affects foreign relations. In this regard, both our and Azerbaijan’s constitutions are no exception. But to say that the Armenia-Azerbaijan settlement process is the reason for changing the constitution would be a big exaggeration, I don’t agree with that statement,” said Mirzoyan.
