The bill on mandatory registration of non-governmental organizations and associations was presented to the Russian State Duma for consideration, which proposes amendments to the law “On Public Organizations”.
According to the bill, from now on, any public organization, movement, initiative, foundation must get state registration and, from that moment on, acquire the status of a legal entity, and the activity of an organization that is not a legal entity will be banned.
Currently, state registration is not mandatory, which, according to the bill’s authors, enables the founders of NGOs that are not legal entities and do not carry out financial and economic activities to receive foreign funding by transferring it to their personal bank accounts. According to the justification, it represents a security threat.
“Such organizations or associations can carry out anti-Russian activities on the territory of the Russian Federation,” the rationale states.
It is also noted that according to the new law, foreign citizens and stateless persons will not have the right to establish public organizations in the Russian Federation.
