” RA NA Deputy Chairman Hakob Arshakyan gave a speech at the 148th Assembly of the Inter-Parliamentary Union. In his speech, the NA Vice President noted.

“Mr. President,

Your Excellencies,

Fellow parliamentarians,

Ladies and gentlemen,

Before we begin, we must condemn the terrorist attack in Moscow and express our condolences to the families of the victims, as well as wish the victims a speedy recovery. This emphasizes the need for unity in the fight against extremism to maintain peace and security.

Parliamentary diplomacy is a powerful tool for countries’ participation in global issues, foreign policy formation and strengthening of peaceful international relations.

Armenia remains committed to peace and stability in the South Caucasus region and is ready to make further efforts to achieve this goal.

Constructive negotiations are continuing with Azerbaijan aimed at concluding a peace treaty, delimiting borders and unblocking transport communications. These efforts are based on principles previously discussed and approved by the leaders of the two countries.

1. Armenia and Azerbaijan recognize each other’s territorial integrity on the basis of the 1991 Alma-Ata Declaration.

2. The Declaration of Alma-Ata is a political basis for the delimitation process. According to the declaration, the newly independent republics of the former USSR, including Armenia and Azerbaijan, agreed to recognize the former Soviet administrative borders between them as interstate borders.

3. Regional transport communications should be unblocked, taking into account the sovereignty and jurisdiction of transit countries, based on the principle of equality and reciprocity. Armenia’s views on this topic are summarized in the “Crossroads of Peace” project.

The Crossroads of Peace initiative will facilitate communication between the two states, economies, peoples and international stakeholders. Such an approach is vital for strengthening peace, prosperity and trust between the two countries and the region as a whole.

Finally, I am happy to announce that Armenia will host the 10th Global Conference of Young Parliamentarians in September 2024. I cordially invite all young parliamentarians to participate in that conference and experience the hospitality of the people of Yerevan and Armenia.

Ladies and gentlemen, I thank all states, as well as parliamentarians, international organizations for supporting the peace process between Armenia and Azerbaijan.
