At today’s session, the government made a decision to apply a temporary (6-month) restriction on the import of cement to Armenia, to define the import licensing procedure and the form of the license.

In the justification of the decision, it is mentioned that in January-October of this year, 965 thousand were produced in Armenia. tons of cement, which is 20.1% higher than the indicator of the same period last year. Along with the increase in production, the import of cement has also increased. Thus, in 2023 In January-September, 173 thousand tons were imported into Armenia (an increase of 5.7 times), which is explained by the demand for cement in the domestic market and the reduction of the state import duty by 14 thousand tons. from AMD: 2 thousand AMD

At the same time in 2023 In January-September, the import of clinker also increased, amounting to 97.7 thousand. t. (increase: 33.4%), which is explained by the cancellation of the state duty on the import of clinker due to the increased demand and price of cement in the domestic market.

Thus, the increase in both production and import of cement proves that the proposed regulations create favorable conditions for both local cement production and import and provide an opportunity to fully meet the demand of the domestic cement market.

Adoption of the project will help ensure healthy competition between local cement producers and importers.
