The ouster of Zhelyazkov exploded the dialogue. We got rid of PP, announced the leader of GERB. For now – in the “medium term”
Rosen Zhelyazkov is no longer the chairman of the 49th parliament, his removal explodes the dialogue between GERB and PP-DB in the medium term (according to Toma Bykov). Which is measured in at least another 5-6 caretaker governments (according to Boyko Borisov).
This is the brief reading of the political situation after the 12 to 5 push of the Speaker of the National Assembly by the BSP, PP-DB, “Vazrazhdane” and ITN united for the purpose – a total of 129 votes.

The meeting was on the verge of failure due to games with the quorum on the part of GERB and DPS, but in the end enough deputies gathered to oust Rosen Zhelyazkov. Otherwise, the motives presented by the PP were comprehensive – from the fact that he did not give the word to the head of the health fund when his resignation was unexpectedly voted, through the abuse of the right of the chairman to introduce extraordinary items on the agenda, the conduct of parliamentary control, and so on to a violated procedure for honoring the memory of the victims of the Armenian Genocide.
Mr. Zhelyazkov is really respected by me as a colleague, I know how difficult it is to make decisions from this position, said Miroslav Ivanov from PP. A decent person, well educated. Boyko Borisov defined his until recently partners as hypocrites. Among the points for which they accuse Zhelyazkov of infringing the voting are the return of the state to the Rosenets port – in line with the measures against Russia, the GERB leader reminded. As well as sending the armored personnel carriers to Ukraine.
These hypocrites! I will not insult them otherwise. That is why Rosen Zhelyazkov was accepted on his feet in the Ukrainian parliament.

GERB deputy Toma Bikov summed up the situation as blowing up the possibility of dialogue between GERB and PP-DB “in the medium term”. “There will be political consequences and everyone will pay the price,” he warned.
He reminded that Zhelyazkov was elected precisely with the votes of the PP-DB, besides, it is frivolous to decapitate the parliament when it is already permanently active after the changes in the constitution. I will not pleasantly surprise you if I speak politically. I will not make any arguments about the motives, nor political ones. There is a thought of a great aphorist who says that sometimes you have to be silent to be heard, started Zhelyazkov and the audience applauded him.
All of us in this room are human. But people who are sent by other people to work for people. As humans we have our weaknesses and passions. But as people’s representatives we must have responsibility, accountability and integrity. And another quality that we sometimes lose – humanity. Because these people expect from us solutions for their lives, their futures and families, Zhelyazkov also addressed the energy workers present in the hall, who came to see if there will be a vote on the postponement of the liberalization of the electricity market.
There is an opinion that we are a dramatic group of actors in the political theater. Sometimes when actors go on stage, thinking they are going on it, they end up on the scaffolding. Therefore, we must return to the question of humanity, Zhelyazkov continued in a slightly trembling voice.
Now we are in Holy Week and it is important, and I am internally convinced and I do it – we must suppress rudeness and ego and put humility in the foreground.

The start of the campaign in the National Assembly postponed free higher education and the rights of the mentally ill
The entanglements between the parties, the ousting of the speaker of the parliament at the last moment and the unofficially started election campaign left several important changes for the people in the background on the agenda of the deputies. Which will most likely be considered only by the next parliament.
The adoption of free higher education, which failed to pass the education committee on Wednesday due to lack of a quorum, is certainly out of the question for now. Thus, the draft law was not rejected, but remained in the National Assembly’s registry, as it did not have time to go through the approval of the line committee and the plenary hall.
Legislation outlawing the cruelty of mentally ill patients will also be bequeathed to the 50th Parliament. The Interim Commission on the Rights of People with Mental Illness has written legislative changes that prohibit any form of cruel, inhuman or degrading treatment of patients, as well as surgical attempts to alter their nervous system.
The four remaining changes that the European Commission wants to grant the country the second payment under the recovery plan will be adopted at the earliest in July. It is in the amount of BGN 1.4 billion.
