At the request of Aravot.am, former deputy of the RA Supreme Council and National Assembly, vice-chairman of the “Armenian National Congress” party Aram Manukyan referred to Prime Minister Nikol Pashinyan’s statement about the need to change the RA Constitution.

“Changing the constitution is the demand of Turkey and Azerbaijan. Turkey demands this because the Declaration of Independence, which the Constitution refers to, refers to the recognition of the Genocide, and Azerbaijan refers to the Declaration’s December 1, 1989 decision on the reunification of the ASSR and Nagorno-Karabakh. Pashinyan’s intention is extreme ugliness,” said Aram Manukyan.
“They demand the weak”
The politician asked why such a demand was not submitted to Yerevan during the administration of Levon Ter-Petrosyan, Robert Kocharyan or Serzh Sargsyan. “Because they demand from someone who is weak, afraid and ready to make concessions,” the ANC vice-president noted. Turning to the topic of Mount Ararat, Manukyan said that Turkey is not interested in whether Ararat is in the symbols of Armenia or not, but they demand its removal as a “means to impoverish the weak”.

Manukyan drew parallels with similar national conflicts on the European continent, stressing that “there is not a single state in Europe that does not have some kind of problem with the neighboring state.” He cited as an example the impasse between Greece and North Macedonia, regarding the latter’s name, adding that “this does not mean that one state can make claims to another regarding its name or state symbols.” According to the former MP, Pashinyan’s statement was “an unprecedented thing of its kind”.
“Pashinyan violates the Constitution”
In response to the question whether the mother law should be changed, Aram Manukyan emphasized that the Constitution cannot be changed, it can be amended. “By announcing the need to adopt a new Constitution, Pashinyan violates the Constitution, because the Constitution has immutable articles, which means that it cannot be fundamentally changed, even through a referendum,” Aram Manukyan told Aravot.am.
