As a result of the war unleashed by Azerbaijan against the Republic of Artsakh on September 19 of this year, the RA government provides some social support to the Armenians of Artsakh who were forcibly displaced, but not to those forcibly displaced in 2020, justifying that they have already managed to solve certain social problems, which is not at all true.

In a conversation with 168.am, the head of Hadrut administrative district Artur Baghdasaryan said that the RA government should not have made such a separation, such an approach is not correct.

“I would like that distinction not to exist, people still do not have a job or a house from 2020 to today. The government says that you have already adapted and integrated, it is a lie, there is no such thing.

I know many people who somehow reached Armenia in 2020, they have changed 10 houses so far, so how is it that they have adapted? One month they find a job, they work, for a couple of months in another place, then there is no job, so on,” said the head of Hadrut administrative district.

According to him, out of the displaced Artsakh Armenians in 2020, the state allocated certificates only to those resettled in Artsakh, but no one is able to buy a house with the allocated money.

“Until now, they don’t even say what specific decision they will make in terms of certificates.

Before the military operations of September 19, I cherished the hope that the time would come and we would return to Artsakh. But today, a situation has arisen where there is no such idea at all. No one from the authorities is thinking about this, so as we look at it, there are no hopes for that in the future. In other words, there is still no hope that they will think about this. The hope of returning to the people is diminishing, it can be said that it has become unbelievable,” emphasized Artur Baghdasaryan.

Reacting to the integration announced by Azerbaijan and Charles Michel’s statement that “the rights of Artsakh Armenians should be regulated within the framework of the constitution of Azerbaijan”, he countered that Artsakh Armenians will not believe the fairy tales of European officials and Aliyev, if they do, then about 10 percent. Smart people will not believe such things.

“If it is decided that Artsakh will become an independent entity, then 70-80 percent of the population will return to Artsakh, in the case of all other statuses, Artsakh Armenians will not go and live under the laws of Azerbaijan.

Until September 19, most of the displaced residents of Hadrut, about 6 thousand, were in Armenia, more than 5 thousand were in Artsakh, and about 1000 were abroad. After September 19, these data have changed quite a bit, maybe the number of people moved abroad has increased, but the main part of Hadrut’s population lives in Yerevan and neighboring regions, Ararat, Armavir, Artashat,” said Artur Baghdasaryan.

He assured that the RA government does not remember the victims of September 19 at all.

“At that time, there were about a thousand victims both among the military and civilians. Why didn’t the RA government declare a day of mourning?” Therefore, I cannot imagine that the RA government can do anything for the Armenians of Artsakh. If they say that the territorial integrity of Azerbaijan is 86,600 square kilometers, don’t they understand, by giving our territories to the enemy, how far do they go? Let them give Syunik a gift tomorrow. As a citizen of Artsakh, I did not allow Pashinyan to recognize Artsakh as part of Azerbaijan. I blame the Artsakh authorities, then the RA authorities, I still have no idea what will happen,” Artur Baghdasaryan concluded.
