The Coordinating Council of the “HayaVote” civil legislative initiative issued a statement that says:
“On December 4, the National Assembly’s Standing Committee on State and Legal Affairs, by a vote of 7 to 3, expressed a negative conclusion on the draft law of the HayaVote civil legislative initiative, without any legal justification.
The project did not receive a meaningful discussion as a result of the destructive interventions of a number of MPs from the “Civil Agreement” faction.
On December 5, the CP faction of the National Assembly voted against the inclusion of the draft law in the agenda of the plenary sessions of the National Assembly.
Thus, the draft law presented by the initiative of our 58,000 citizens, which was the result of the first civil initiative in the 33-year history of RA and was meant to protect the constitutional and legal foundations of RA, was not even discussed in the NA session due to the self-righteousness of the CP faction.
Not including the draft law of the “HayaVote” initiative in the agenda of the NA session is a heavy blow to Armenia’s already weakened democracy. It is not only an anti-democratic step, but also a manifestation of obvious contempt for the will of 58 thousand citizens.
The current authorities, refusing to discuss the draft law, did not present any proposal of their own on the issue, which is a mandatory condition in the case of civil legislative initiatives, according to the advisory guarantees of the Venice Commission.
This series of crimes happened in front of all of us.
The initiative group of “HayaVote” fought in all constitutional ways to protect the vote given by the citizens. However, CP once again proved that it actually seized the power belonging to the people, breaks its pre-election promises and the government’s 2021-26 approved by itself. the principles of the program, and disregards his legitimate will.
Therefore, there is nothing left for us to do but to record that there has been a de facto seizure of power in Armenia, and we will consistently continue the struggle for the protection of the constitutional rights of our citizens and our fundamental national goals.
