Sinwar, who played a key role in the radicalization of Hamas, took control of decision-making, eliminating and elevating leaders at his discretion. One source noted that Sinwar has become something of an “overarching leader,” significantly increasing the rigidity of the organization’s policies.

Many Hamas leaders outside the Gaza Strip endorsed Sinwar as head after the death of Ismail Haniyeh. They are currently discussing future strategy, and another source said the movement may reconsider its policies in light of these developments. Possible scenarios include moving the center of control abroad, as well as concessions that were impossible under Sinvar.
