NYC Battery storage Debate sparks Fears and Fuels Political Divide

New york City’s push to bolster its energy resilience with battery energy storage systems is facing growing opposition from residents and political figures, igniting a debate over safety, location, and teh future of the city’s power grid. The controversy centers on the placement of these systems – designed to store energy, cut pollution, and support renewable sources – in residential neighborhoods, prompting concerns about potential fire risks and sparking a political battleground ahead of the mayoral election.
Sliwa Leads the Charge Against Battery Storage
Republican mayoral candidate Curtis Sliwa has made opposing battery storage a central tenet of his campaign. He has actively rallied residents in Hollis, Queens, Marine Park, Brooklyn, and Eastchester, The Bronx, against proposed projects in their communities. He echoed these concerns at a recent rally in Queens, where he questioned the FDNY’s ability to effectively respond to a large-scale battery fire. “We’re talking about a potential catastrophe,” Sliwa asserted,adding that the city is “putting people’s lives at risk.” Councilmember Joann Ariola, a vocal critic of the “City of Yes” initiative, has joined Sliwa in raising alarms about the safety of these systems.
Fire Department officials countered these concerns, outlining the extensive safety protocols in place.Thomas Currao, chief of fire prevention, stated, “We at the FDNY represent a multi-step safety gateway, ensuring a high-level protective performance of a battery energy storage system installed at any location.” He emphasized the “many safeguards, fire prevention and risk-mitigation measures” implemented throughout the lifecycle of these systems.
Unlike the lithium-ion batteries found in e-bikes – which have been linked to numerous fires across the city – batteries used for energy storage adhere to stricter safety specifications set by UL Standards & Engagement. The FDNY also mandates rigorous local testing, remote monitoring, ventilation, and fire suppression systems, alongside regular inspections post-installation.
The Grid’s Need for Storage and the Role of “City of Yes”
Currently,approximately 91 megawatts of battery storage capacity exists across 80 projects in the five boroughs,according to data available through August. Moast of these systems are located on private property. Mayor Eric Adams’ “City of yes for Carbon neutrality” zoning update has streamlined the installation process in residential areas,a move that has drawn criticism from opponents like sliwa and his ally,Councilmember Ariola.
Though, proponents argue that locating battery storage closer to communities maximizes its benefits. Kathleen Schmid, deputy executive director at the Mayor’s Office of Climate and Environmental justice, explained that these systems can prevent power outages and lower utility bills by reducing reliance on expensive peak-hour energy.
Beyond Safety: Addressing Pollution and Reliability
Battery storage also offers a pathway to reduce reliance on polluting gas-fired “peaker plants” – facilities activated during periods of high energy demand. “Every time those peaker plants click on, nitrous oxide, sulfur oxide, PM 2.5 gets belched into the air. Those are agents that cause asthma,” noted Costa Constantinides, former Council environmental committee chair.Coupled with renewable energy sources like solar, batteries can provide a consistent power supply even when the sun isn’t shining.
Despite the potential benefits, skepticism remains. Jasmine Lawrence, a homeowner in St. Albans, Queens, voiced a common concern: “They say these battery farms are safe, but safe for how long?”
Even within the Fire Department, confidence in the systems is high.When asked if he would be comfortable living next to a battery storage facility, Fire Department Deputy Chief Joe Loftus, overseeing hazardous materials, responded affirmatively.”Yes, I would be very confident in the Fire Department, the technology that’s allowed in there, what tech management does and our response,” he said.
