UK Defies Global Trend with Declining Congestion, Despite London Remaining Most Bottlenecked City

Despite a worldwide surge in traffic delays, the United Kingdom experienced a notable decrease in congestion in 2025, according to the latest Global Traffic Scorecard released today by INRIX, a leading transportation data and analytics firm. The report, spanning 36 countries and nearly 1,000 cities, reveals a complex picture of global mobility, with the UK bucking the trend of increasing gridlock.
Globally, 62% of urban areas saw increased congestion compared to 2024, while only 26% experienced improvements. In stark contrast, nearly half – 48% – of UK urban areas reported reduced congestion. “This demonstrates a positive shift in mobility within the UK, despite broader global challenges,” stated a company release.
London Still Leads in Congestion, But Improvements Are Evident
London continues to be the most congested city in the UK, but drivers experienced a 10% decrease in delays in 2025, losing an average of 91 hours to traffic. This improvement, however, doesn’t diminish London’s significant impact on national congestion figures; the city alone accounts for nearly half of the country’s total delays.
Following London, Bristol (64 hours lost), Manchester (62 hours), Leeds (59 hours), and Birmingham (57 hours) rounded out the top five most congested cities in the UK.
Smaller Cities See Congestion Rise
While major metropolitan areas saw improvements, several smaller urban areas experienced a surge in traffic delays. Cambridge and Rochester both entered the UK’s top 10 most congested cities in 2025, with traffic delays increasing by 15% year-over-year in each. This highlights the growing challenges faced by smaller cities as populations and economic activity expand.
The Cost of Congestion to UK Drivers
Across the UK, drivers lost an average of 59 hours to congestion in 2025, translating to a cost of £822 per driver and a staggering £11 billion nationwide. These figures underscore the significant economic impact of traffic congestion and the need for effective solutions.
Global Congestion Hotspots
Looking at the global landscape, Istanbul topped the ranking with 118 hours lost to congestion, followed by Chicago (112 hours) and Mexico City (108 hours). While some Western cities like Paris (–7%), Los Angeles (–1%), and New York (0%) experienced flat or declining delays, these were exceptions to the overall trend of increasing congestion worldwide.
