The ambitious NEOM Green Hydrogen Project in Saudi Arabia has reached 80 percent completion, setting the stage for full commercial operations by the end of 2026. The mega-facility combines solar and wind power to produce carbon-free hydrogen at an industrial scale, according to project developers and recent industry analysis.

Saudi Arabia’s push into clean energy is materializing rapidly along the kingdom’s northwestern coast. The massive green hydrogen initiative has hit the 80 percent completion milestone across its core construction sites.

Situated in Oxagon, the advanced manufacturing hub within the NEOM smart city development, the facility represents a bet on the future of zero-emission industrial fuels.

Physical installation across the site is moving swiftly. Crews are actively installing vital machinery including wind turbines, hydrogen storage vessels, electrolyzers, cold boxes, and pipe racks. The undertaking is a joint venture among Saudi utility giant ACWA Power, American industrial gas supplier Air Products, and NEOM. Upon reaching full capacity by the end of 2026, the plant is engineered to generate 600 tons of carbon-free hydrogen daily.

Engineering the Power System and Dispelling Battery Misconceptions

Designing a facility that relies entirely on variable renewable sources presents unique engineering hurdles. The plant operates on a blend of solar and wind power, scheduled for completion at a 4-gigawatt clean energy capacity by the middle of 2026.

Industry observers note that public understanding of the installation’s power architecture often misses the mark. Strategic fertilizer, agriculture, and food security consultant and former Secretary General of the Arab Fertilizer Association, Engineer Raed Al-Sooub, addressed common design questions, noting there is a widespread misunderstanding regarding the role of the battery system relative to the massive 4-gigawatt scale.

The battery is not designed to store the electricity needed to cover an entire night, but rather represents part of a broader system for flexibility.

Instead of powering the facility through dark hours, the battery system manages minute-to-minute and hourly power fluctuations, smoothing out renewable energy variations and supporting internal grid stability.

Longer-duration energy storage is achieved through the operational flexibility of the electrolyzers alongside hydrogen storage buffers positioned before the ammonia production loop.

This configuration carries distinct engineering and economic significance. While power generation follows the shifting availability of sun and wind on a moment-by-moment basis, electrolyzers can be operated with greater flexibility, and the ammonia plant demands a higher level of operational stability. Stored hydrogen acts as an insulating buffer between a variable electrical system and a chemical system requiring stability, before green ammonia itself becomes a medium for storing and transporting hydrogen on a larger scale.

Global Markets, Timelines, and Economic Strategy

The integration goes far beyond domestic energy production. The facility serves as an integrated test model for the entire green hydrogen value chain, stretching from electricity generation all the way to product transport and trading in global markets. With NEOM green ammonia entering Yara’s global marketing and distribution network, a broader question emerges regarding the capacity of such projects to transition green ammonia from the scope of energy projects into a global industrial market, and the possibility of developing new pricing models that account for production costs and the value of emissions reduction.

Commercial distribution has a firm launch window. Green ammonia shipments—serving as a transportable liquid carrier for hydrogen—are scheduled to begin outbound deliveries in 2027.

A spokesperson for NGHC emphasized the importance of the project, pointing out that it directly supports Saudi Vision 2030 economic diversification goals and global leadership in the clean energy sector. By leveraging the kingdom’s abundant renewable resources and strategic partnerships, the NEOM Green Hydrogen Project is set to position Saudi Arabia as a primary global supplier of green hydrogen, enhancing regional and international decarbonization efforts.
