While safeguards remain in place to ensure human control over nuclear launch decisions, the potential for AI-driven errors and manipulation – from “hallucinations” in early warning systems to convincingly fabricated deepfakes – presents a grave and increasingly urgent threat to global security.
In 1983, the world came perilously close to nuclear annihilation when a Soviet early warning system falsely indicated an incoming U.S. nuclear strike. The catastrophe was averted only by the quick thinking of Stanislav Petrov,a Soviet air defense officer who correctly identified the alarm as a false positive. “Had he not,” one analyst noted, “Soviet leadership would have had reason to fire the world’s most destructive weapons at the United States.” Today, the potential for such a miscalculation is magnified by the integration of AI into nuclear command and control systems, and the ease with which AI can be used to create and disseminate deceptive information.
The Double-Edged Sword of Artificial Intelligence
The United States has taken steps to mitigate the risks, with the 2022 National Defense Strategy affirming that a human will remain “in the loop” for all decisions regarding the use of nuclear weapons. this commitment was reinforced by a joint statement from U.S.President Joe Biden and Chinese leader Xi Jinping, who agreed that “there should be human control over the decision to use nuclear weapons.” Though, the very technology intended to enhance national security also introduces new vulnerabilities.
A senior official stated that one major concern is the potential for delegating the decision to use nuclear weapons to machines. Beyond that, AI dramatically lowers the barrier to creating and spreading deepfakes – convincingly altered videos, images, or audio designed to mislead. These techniques are becoming increasingly sophisticated, as demonstrated by a deepfake video circulating shortly after Russia’s 2022 invasion of Ukraine, falsely depicting Ukrainian President Volodymyr Zelensky ordering his troops to lay down their arms. Similarly, in 2023, a deepfake falsely showed Russian President Vladimir Putin announcing a full-scale mobilization.
In a worst-case scenario, a deepfake could convince a national leader that an adversary had launched a first strike, or an AI-supported intelligence platform could generate false alarms of a mobilization or even a dirty bomb attack.
The Trump Management’s Embrace of AI and the Risks Within
The Trump administration, recognizing the potential of AI for national security, released an action plan in July calling for its “aggressive” deployment across the Department of Defense. In December,the department unveiled GenAI.mil, a platform providing AI tools to its employees. Though, experts caution that embedding AI into national security infrastructure requires careful consideration of its limitations.
Until engineers can overcome inherent AI problems like hallucination, the risk of a false alarm or miscalculation remains unacceptably high. The potential for AI to be exploited by adversaries to sow confusion and distrust is also significant. A nation might, for example, launch a disinformation campaign designed to convince its opponent that an attack is underway when it is not.
The Trump administration’s National Defense Strategy updates should reaffirm that a machine will never independently make a nuclear launch decision. As a first step, all nuclear weapons states should agree to this principle. Improved crisis interaction channels are also essential – a direct line exists between Washington and Moscow, but not between Washington and Beijing.
U.S. nuclear policy has remained largely unchanged since the 1980s, when the primary concern was a surprise Soviet attack.Policymakers at that time could not have foreseen the deluge of misinformation that would now be delivered directly to the devices of those responsible for nuclear weapons. Both the legislative and executive branches should reevaluate Cold War-era nuclear posture policies.
