Chuncheon, South Korea, to Break Ground on Nation’s First Integrated Retirement Village
Chuncheon City, in Gangwon-do province, is poised to become a pioneer in senior living with plans to construct South Korea’s first comprehensive retirement village, seamlessly integrating medical facilities, housing, and care services. The ambitious project, announced by Mayor Yook Dong-han on Thursday, aims to address the growing needs of the nation’s aging population and redefine retirement living.
Addressing a National Need with Innovative Infrastructure
The initiative gains momentum following the recent passage of the “Special Act on the Creation and Management of Retirement Villages” by the National Assembly, providing a legal framework for such developments. According to city officials, the proposed village will be a residential complex designed exclusively for retirees, offering a holistic lifestyle encompassing housing, healthcare, cultural activities, educational opportunities, sports facilities, and comprehensive welfare services.
The planned location is a low-density area near the city center, ensuring convenient access to public transportation within a 15- to 20-minute radius. The project will span approximately 500,000 square meters and cater to individuals aged 55 and older.
Medical Access as a Cornerstone of the Project
A key differentiator for the Chuncheon Retirement Village will be its robust medical infrastructure. The city boasts two prominent university hospitals – Kangwon National University Hospital and Hallym University Chuncheon Sacred Heart Hospital – guaranteeing residents access to critical care within a 30-minute timeframe, even in emergency situations.
“This isn’t just about providing a place to live; it’s about ensuring peace of mind through readily available, high-quality healthcare,” a senior official stated.
Strategic Location and Improved Connectivity
Beyond immediate medical access, Chuncheon’s accessibility – within one hour of the greater metropolitan area – is proving to be a significant draw. Data indicates that approximately 75% of individuals relocating to Chuncheon in 2024 originated from the metropolitan region. This trend is expected to be further amplified by planned expansions to the transportation network, including the extension of the GTX-B line, the development of the Chuncheon-Sokcho high-speed railway, and improvements to the 2nd Gyeongchun National Road.
Collaborative Approach and Future Development
Chuncheon City has already initiated the development of a basic plan for the retirement village, with the goal of securing designation as a pilot project by the Ministry of Land, Infrastructure and Transport. This involves identifying the optimal location and defining the project’s scope. A dedicated task force has been established, and a collaborative system with city corporations is already in place to facilitate the project’s advancement.
Looking ahead, the city plans to partner with medical institutions and the Korea Land and Housing Corporation (LH) to develop integrated medical services and senior-friendly housing models. Securing national funding and aligning with the Ministry of Land, Infrastructure and Transport’s broader strategic plan are also key priorities.

Mayor Yook Dong-han emphasized the broader societal implications of the project, stating, “Retirement villages are not a policy for a specific generation, but rather a structure that prepares the middle-aged for the future and provides hope rather than a burden to the younger generation.” He further articulated the city’s commitment to proactively addressing the challenges of an aging population, positioning Chuncheon as a leader in innovative solutions.
