India and Tanzania reviewed bilateral cooperation across trade, defence, and digital public infrastructure during the 3rd Foreign Office Consultations in Dar es Salaam. Co-chaired by senior diplomatic officials, the July discussions also addressed upcoming scholarship opportunities, regional security coordination at the United Nations, and broader bilateral ties.
Diplomatic engagement between New Delhi and Dar es Salaam intensified during a series of high-level meetings. The diplomatic calendar included both formal bilateral consultations and reciprocal visits at the highest levels of government. Reviewing Bilateral Trade, Defence, and Digital Infrastructure
India and Tanzania held their 3rd Foreign Office Consultations in Dar es Salaam to evaluate bilateral cooperation across multiple sectors. The meeting was co-led by Janesh Kain, Joint Secretary (East & Southern Africa) in India’s Ministry of External Affairs, and Felister Rugambwa, Director of the Asia and Australasia Department in Tanzania’s Ministry of Foreign Affairs and East African Cooperation. During the talks, Kain also met with Ambassador Samwel William Shelukindo, Permanent Secretary for Foreign Affairs and East African Cooperation, as reported by Tribuneindia.
The two delegations examined the full spectrum of bilateral ties, focusing specifically on trade and investment, development partnerships, defence and security cooperation, digital public infrastructure, agriculture, healthcare, culture, and people-to-people exchanges. According to Newsonair, both sides exchanged views on regional and international matters of mutual interest while expressing appreciation for their close coordination at the United Nations and other multilateral forums.
Scholarships and Educational Expansion for Tanzanian Students
Beyond diplomatic reviews, the consultations brought tangible educational provisions. The Indian government announced 1,135 scholarships for Tanzanian students for the 2026/2027 academic year. The package comprises 1,000 places dedicated to short-term training and 135 scholarships aimed at long-term academic programmes. Dailynews noted that the announcement was made during the consultations at the Ministry of Foreign Affairs and East African Cooperation in Dar es Salaam.
Tanzanian officials praised India’s contributions to socio-economic development, highlighting concessional financing for water supply projects and institutional growth. Discussions also touched on the development of IIT Madras Zanzibar as a Centre of Excellence of Higher Education in Africa, reinforcing long-standing educational links.
High-Level Ministerial Visits and Executive Engagements
The Foreign Office Consultations built upon a series of high-level exchanges. Earlier, the President of Zanzibar, United Republic of Tanzania and Chairman of the Revolutionary Council, Hussein Ali Mwinyi, accompanied by First Lady Mariyam Mwinyi, travelled to India on an official visit at the invitation of India’s Vice President, CP Radhakrishnan. The two leaders reviewed bilateral relations and explored cooperation in the blue economy, tourism, technology, health, and education.
During that visit, External Affairs Minister S. Jaishankar met with President Mwinyi to discuss the expanding development partnership. Furthermore, President Mwinyi extended an invitation for the Vice President of India to pay an official visit to Tanzania, an invitation that was accepted.
Next Steps and Institutional Mechanisms
To maintain momentum across key sectors, both nations agreed to schedule upcoming meetings of the Joint Commission Meeting and the Joint Defence Cooperation Committee on mutually convenient dates. Officials also established that the next round of Foreign Office Consultations will take place in India, ensuring continued dialogue between the two foreign ministries.
