FIFA Issues Apology Over Aborted Private Investment Plan

The FIFA Forward Enterprise Proposal

The conflict centered on a plan announced by Infantino on July 28 to create an external company known as the FIFA Forward Enterprise (FFE). This entity would have been tasked with managing the organization’s commercial activities and major tournaments, including the World Cups, through the introduction of private investors.

The project was presented to general surprise on a Tuesday after it had already been revealed by the press. However, the plan was withdrawn during the night between Friday and Saturday following intense opposition from various football stakeholders.

Internal and External Opposition

The proposed investment plan triggered significant backlash from high-ranking officials and regional confederations:

  • UEFA: The European confederation stated it had “lost confidence” in Infantino and threatened a boycott of World Cups to ensure the project was defeated.
  • Concacaf: The North American and Caribbean confederation requested a “complete overhaul” of the president’s governance.
  • Internal Staff: FIFA Secretary General Mattias Grafström described the sequence of events in a letter to employees as “sad and condemnable.”
  • Executive Resignations: Carlos Cordeiro, the principal advisor to Infantino, resigned on July 31, stating he “categorically” opposed the project.

Other FIFA executives, including Arsène Wenger, the director of global football development, also distanced themselves from the president during the controversy. Political pressure also mounted, with British official Andy Burnham describing Infantino as the wrong person to lead FIFA and Canadian Prime Minister Mark Carney expressing a lack of confidence in the president.

Future of Infantino’s Leadership

Despite the internal friction, the members of the FIFA Steering Council present at the Morocco meeting reaffirmed their support for Infantino, identifying him as the sole official elected by the 211 member associations. FIFA stated that since the project has been abandoned, it will no longer tolerate any attack on its integrity, its good governance and its respect for regular procedures and will take necessary measures to protect its reputation.

Infantino has responded by reiterating his own support for the FIFA Administration and Secretary General Mattias Grafström.

The 56-year-old Italo-Swiss president is currently the only declared candidate for his own succession. A vote to determine the leadership will take place in March 2027 in Rabat. To secure a new and final four-year mandate, Infantino will require a majority of the 211 member federations.
