For the first time in Russia’s history, Moscow lacks a secure strategic rear. Ukrainian President Volodymyr Zelenskyy delivered that assessment in a nightly video address, pointing to the expanding military partnership between the Kremlin and Pyongyang as evidence of profound Russian military strain. What began as discreet shipments of artillery shells has transformed into a large-scale operational alliance that now involves thousands of foreign soldiers fighting on European soil.
Troop Deployments and the Expanding North Korean Arsenal
North Korean forces first entered the conflict in 2024, when an estimated 14,000 soldiers deployed to Russia’s Kursk region to help Moscow repel a surprise Ukrainian ground incursion. Pyongyang’s commitment has only deepened. Zelenskyy announced that a decision has been finalized to push that number dramatically higher, bringing between 30,000 and 50,000 North Korean personnel onto Russian territory.
Preparations to receive these incoming forces have been underway in Russia’s Voronezh region, according to intelligence briefings. At the same time, military intelligence officials confirmed that a North Korean missile unit has begun deploying personnel and equipment to western Russia. The unit is equipped with ballistic missiles and launchers intended for direct strikes against Ukrainian targets. The deepening ties between Moscow and Pyongyang have been cemented through high-level diplomatic exchanges. Russian President Vladimir Putin and North Korean leader Kim signed a comprehensive strategic partnership treaty during Putin’s June 2024 visit to Pyongyang, which includes a mutual assistance provision if either country faces external aggression.
Faced with relentless ballistic missile strikes that are notoriously difficult to intercept, Kyiv is pressing regional partners for critical military assistance. Zelenskyy called directly on South Korea to provide support for Ukraine’s depleted air defense network. While Ukraine has developed its own innovative defense systems, large-scale high-end interceptors remain critically scarce, leaving cities and energy infrastructure vulnerable to incoming missile barrages.
