Kottayam ∙ The Syndicate accepted the recommendation of the inquiry committee to dismiss Assistant CJLC of MG University Parikhsha Bhavan, who is under suspension in the bribery case. VC has been entrusted with further action.

The case is that the LC has taken a bribe of Rs 1.25 lakh several times from the student, a native of Tiruvalla, to hand over the provisional MBA certificate and mark lists. The vigilance team arrested them on January 29 while accepting a bribe of Rs 15,000.

A four-member syndicate commission of vigilance, MG, registrar and assistant registrar investigated the incident. While the vigilance report was to be submitted to the court within two months, the Syndicate Commission report was submitted to the VC by conducting a departmental internal investigation under the leadership of the Assistant Registrar. The Syndicate meeting discussed this report.

He was a member of MG University Employees Association, a left union of MG University, and was expelled from the organization after he was caught in a bribery case. The association also demanded a thorough investigation by the government and the university into the incident.

∙ He was arrested on the complaint of a student in Tiruvalla

The Kottayam vigilance took a decisive action to trap the LC following a complaint by a student from Tiruvalla. LC, the section assistant, demanded one and a half lakh rupees for handing over the mark list and provisional certificate of the MBA student. From October 2021, the student went to the section for these documents, but no action was taken. The exploitation of the employee was realized that the certificate and mark list are essential to enter the job. LC, who bought Rs.10,000 in October, also received Rs.1 lakh through his account on November 26. Another ten thousand rupees were taken in the first week of January.

Then he was asked to pay another fifty thousand rupees to get the certificate. With this, the student approached Kottayam Vigilance SP VG Vinodkumar. When the student informed that she could not pay 50,000, it was reduced to 30,000. The instruction was to transfer the money immediately. Vigilance came after receiving the LC of Rs 15,000 given by the student at the university headquarters. After the investigation, it became clear that the bribe was taken and the arrest was registered.

CJLC, who was arrested in a bribery case, worked as a peon without passing the 10th standard and became an assistant within 7 years. LC, a CPM supporter and left activist, was confirmed on the basis of an interview without even conducting an examination.

LC, who did not pass 10th standard, worked as a temporary last grade employee in the university. In 2009, during the LDF rule, the CPM-controlled syndicate gave permanent peon appointments to 150 people, including LC. Later the peon post was renamed as Office Assistant. Dr. Jhansi James had notified for permanent appointment during his tenure as Vice-Chancellor. 7th class was the basic qualification then.

Later the LDF Syndicate canceled this notification. In the new notification, 10th class passers are not allowed to apply. Recruitment has been replaced by written test only through interview. With this, only those who were needed by the party got inside. The LC, who got permanent appointment in 2010 at the age of 35, cleared the SSLC through the equivalency test the following year. Then Plus Two also passed.

Graduated through private registration of MG University. There is a provision in the university to appoint peons who are graduates and have completed 4 years in a low paid post as assistants. 4% of Assistant posts can be filled in this way. There were 714 assistant posts in MG.

There are 238 posts each in 3 categories namely entry cadre assistant, promotion posts selection grade and assistant section officer. In MG till then 4% of entry cadre was reserved for peon promotion. 9 posts are reserved for low paid promotion. But at that time 4% of the total assistant posts in Kannur University were given peon promotion. Under the guise of this order, the peon promotion conditions were modified in MG as well. 4 percent of 714 posts are reserved for peon promotion. With that, the peon promotion posts have increased to 28. With this, people including LC also got promotion.
