The gender pay gap exists: it is the difference between what men and women earn on average for doing work of equal value. The operating habits of our labor market, with glass ceilings and clearly feminized sectors, and the social customs by which they reduce their hours or give up their professional promotion to dedicate themselves to care, favor this discrimination

To try to reverse this situation, the Department of Labor and Employment of the Basque Government and the Organization of Ibero-American States for Education, Science and Culture (OEI) organize the II International Congress on Pay Gapwhich will be held next June 14 in Azkuna Aretoa (Bilbao). It will be a space dialogue, reflection and proposals with the aim of correcting this inequality and sensitizing social and economic agents, and the citizenry as a whole, about this unfair reality.

The gender wage gap is defined as the difference between the average salary received by men and women when carrying out their work activity. It is the consequence of a host of factors that are rooted in our society and are based on the sexual division of labor and the maintenance of gender roles and stereotypes. In the labor market, the vertical segregation (glass ceiling) and horizontal (with clearly feminized sectors), the different working conditions of women (greater temporality and greater part-time hiring) and the unequal distribution of care favor their discrimination and cause the different salary remuneration of women and men.

The wage gap in the Basque Country stands at 17.9% after falling more than six points in the last four years

Although there is still a long way to go to achieve gender parity, the situation in the Basque Country, where the The Basque Government has made equality a strategic and transversal challenge, invites optimism. According to the Salary Structure Survey of the National Institute of Statistics, in the last four years our community has narrowed their wage gap by more than six points, reaching 17.9%, when the European average stands at 16.4%. These figures are a reflection of some of the measures promoted by the Department of Labor and Employment, such as the support line for female leadership and entrepreneurship in companies, or the training and hiring of women in masculinized sectors.

Theory of the 3Rs

Idoia Mountain, Vicelehendakari and Minister of Labor and Employment, and Mariano Jabonero, Secretary General of the Organization of Ibero-American States (OEI), will inaugurate the congress, in which 17 speakers They will share their experiences and points of view. He program will start with a masterful talk by Ana de MiguelProfessor of Moral and Political Philosophy at the Rey Juan Carlos University of Madrid and director of the course ‘Histories of Feminist Theories’ of the Institute of Feminist Research of the Complutense University of Madrid.

Afterwards, they will be held conversations focused on the three-dimensional theory of the 3 Rs proposed by the feminist philosopher Nancy Fraser: ‘Recognition of full citizenship for women’, ‘Redistribution of resources and opportunities in the labor market’ and ‘Representation of women and men in parity’. The day will conclude with a round table that will show different realities of the wage gap, in the voice of workers in the care, commerce, cleaning, metal and automotive sectors. The closing will be carried out by Irune Aguirrezábal Quijeradirector of the Ibero-American Program for Human Rights, Democracy and Equality, and Elena Perez BarredoDeputy Minister of Labor and Social Security of the Department of Labor and Employment of the Basque Government.
