From September 19, 2023 to 2024 12 thousand 618 people forcibly displaced from Nagorno Karabakh left Armenia through the air and land crossing points of the state border of the Republic of Armenia, including January 5. In a written request, we asked the NSS to inform us how many of the forcibly displaced persons were prohibited from crossing the RA state border and on what grounds. This issue was due to the fact that on the days of the deportation, the detainees and convicts of Artsakh were released and transferred to Armenia, against whom the preventive measure of detention and imprisonment were chosen in the framework of various criminal cases. It means that the possibility of their exit from Armenia is prohibited in the information system of Border Electronic Management.

However, the NSS did not answer our question. He also did not answer the question to which countries the forcibly displaced went.

On October 26, 2023, the RA government adopted a decision to take under temporary protection the forcibly displaced persons from Nagorno-Karabakh, which also defined the procedure and conditions for issuing them a refugee certificate. We sent a written request to the Migration and Citizenship Service, asking them to report how many people were forcibly displaced, how many applied for a refugee identity document and/or RA citizenship. We also asked about the number of forcibly displaced people who were registered at any address in Armenia.

The Migration and Citizenship Service reported that around 150,000 people were forcibly displaced, adding that it is not possible to give a more precise number, because a number of people were mistakenly counted as forcibly displaced, and a number of people are still submitting applications about it. , that they were not counted by mistake. In other words, the number is still subject to change as a result of the recalculation of the alleged errors.

Referring to the above-mentioned decision of the Government, the Migration and Citizenship Service reminded that persons registered in the NK population register, persons in RA or outside RA, whose last registered address was in NK, were taken under temporary protection. also those persons who were not registered in the population register of NK, but lived in NK and in 2023. After being forcibly displaced as a result of the military operations unleashed by Azerbaijan against Nagorno-Karabakh from September 19, they were registered by the Migration and Citizenship Service of the RA Ministry of Internal Affairs. According to the data of the Migration and Citizenship Service, in 2024 as of January 17, 42 thousand 716 people displaced from Nagorno-Karabakh or 37 percent of the displaced people were counted in RA, and 803 people or 0.7 percent of the displaced people submitted an application for RA citizenship.
