Launched more than 18 months ago, brought back to the forefront last January with the movement of discontent among farmers, the major project of administrative simplification will see a first step forward with the presentation, this Wednesday, of a bill in the Council of Ministers. A text composed of around twenty articles, focused on the economy, which aims to simplify the lives of millions of small and medium-sized businesses.

Among the emblematic measures, the pay slip, which will be put on a dry basis by 2027. “We are going to go from 55 lines to around fifteen lines,” announces Bruno Le Maire, Minister of the Economy. I fought a lot for this. It’s a real revolution. » For the vast majority of employees, this mandatory document is often incomprehensible.

“The idea is to make it more readable,” defends Louis Margueritte, Renaissance deputy for Saône-et-Loire and author, in February, with four other parliamentarians, of a report to simplify the life of companies for which the government has widely inspired. I’m not saying that all these lines accumulated over fifty years have no interest. But we must be able to group together a certain number of them.”

The lines concerning remuneration would be kept

It remains to be seen which lines will be crossed out… The proposal for a simplified pay slip designed by the Ministry of the Economy has two main lines: the total remuneration paid by the employer and the amount actually received by the employee. Between the two, around ten lines, including one which would bring together all of the employer’s contributions and another with those of the employee. All lines that make up remuneration – base salary, overtime, paid leave, bonuses and benefits – would be retained.

Just like the tax net, useful for completing your income tax return, the withholding tax or the social net which appeared on January 1, which aims to facilitate the procedures for applicants for active solidarity income (RSA) and the social security bonus. ‘activity. Finally, a last line, entitled “advances, deductions or others” would include transport costs, meal vouchers and even holiday vouchers.

The precise details of this new pay slip will be defined by decree after discussion with the social partners. “Everyone will want to defend their line,” predicts a member of the CPME employers’ union. “If these lines exist, it is because they are of interest,” believes Isabelle Mercier, national secretary at the CFDT. Towards deregulation?

“I’m not sure that this is a great simplification,” analyzes Michel Picon, president of U2P, the union which brings together small bosses. We are simplifying the form but we are asking companies to keep all the information if by chance employees request it. We would have liked the method of calculation to be simplified.”

In short, a simplification that promises to be complex. Especially since some employee unions are already worried about a text which could wear more the guise of pro-business “deregulation” rather than “simplification”. “False,” says Bercy, who aspires to change the relationship between the administration and businesses. “We want to move from distrust to trust,” insists Bruno Le Maire. The text thus decriminalizes a certain number of obligations not respected by business leaders. “When you are an entrepreneur, you also have the right to make mistakes,” explains Bruno Le Maire. We need to get away from this idea that they are potentially potential fraudsters.”

It also facilitates access to public markets for VSEs and SMEs and reduces a certain number of administrative procedures. Thus, by 2027, companies will no longer have to send the 15 million sick leave declarations to Social Security since it already has the information. Same deletion for the 26 million unemployment insurance certificates which are sent each year to France Travail.

As for the social thresholds and the deadlines for labor disputes that the parliamentary report proposed to review, these subjects are postponed until the fall. They will be studied within the framework of the new labor law.
