Agricultural anger at the heart of a tense European summit in Brussels

Normally, the extraordinary European Council which opens this Thursday, February 1 in the morning in Brussels should have been devoted to support for Ukraine, at war against the Russian invader for almost two years. It will, of course, be a question, twenty-six Member States will strive to convince the twenty-seventh, Viktor Orban’s Hungary, to remove its obstacle to European aid of 50 billion euros (over four years) to kyiv. But the agenda was shaken up by the anger of farmers in France and in several member states. The subject risks monopolizing a good part of the discussions, official or unofficial. Gestures from Europe, which has a lot of influence in agricultural matters, notably through the CAP (Common Agricultural Policy) and the Green Deal, are expected by the demonstrators.

Just before the summit opens, Emmanuel Macron is due to meet the President of the European Commission, Ursula von der Leyen, at 9 a.m. at the headquarters of the European Council. “It would be easy to blame everything on Europe,” however warned the Head of State (from Sweden where he was visiting), recalling that the billions of the CAP provide income to many of French farmers. The latter rail against the avalanche of standards imposed by the European Union (often burdened by French bureaucracy) and even more against the environmental measures of the Green Deal.
